Session 1852 <br />September 23, 2002 <br /> <br />kind of police behavior that reinforces the criminal to continue to intimidate law abiding <br />neighbors. The police department should serve and protect in a manner that they <br />should. <br /> <br />Pat Fitzgerald, 6374 Pershing, said that she was here to distribute an alternate to the <br />present cross country extension plan. The information she has contains a design for <br />the "Start South, Build North" plan. This plan is a viable alternative to what they <br />consider a costly intrusion into their neighborhoods and doesn't, in fact, serve all of <br />University City. This plan would have a station for the northern edge of University City <br />before it turns east into St. Louis city, providing access to people who most needs light <br />rail transportation. <br /> <br />Tom McCormack, 6920 Bartmer, is a sixty year resident of the Roth Grove <br />neighborhood. The city's officials and police have been aware of a drug problem in their <br />neighborhood for the last five years. Traffic is very bad in their neighborhood. Serious <br />incidents such as what happened to Mr. Dockett and other neighborhoods are very <br />disturbing. He reported some problems with 6901 Bartmer. Since school has started, <br />there have been fifty to sixty teenagers loitering at the circle connecting Bartmer, Colby <br />and Roth. Littering and foul language is also very bad. The Roth Grove area is not <br />getting any results. They just ask that the police department enforce the laws in regards <br />to drugs and speeding. <br /> <br />Terry White, 6924 Bartmer, wished to talk about the alleys at 6933 Corbitt. She has <br />property over there. The area is overgrown with weeds and roofs are coming off of <br />houses. The inspector told her she would need to prosecute, but she feels like that <br />more should be done. <br /> <br />Barbara Heise, 920 Golf Course Drive, is a resident and a realtor. She is concerned <br />with the increasing number of drug houses, the increased amount of loitering and <br />impeding of traffic from juveniles, the increased amount of litter, and the concerns of <br />personal safety that she is hearing from many of the residents. She shows property in <br />all areas of metropolitan St. Louis and she guarantees that the only places she sees <br />North of Olive are in the ghetto areas. Her biggest concerns are the responses she is <br />getting from our city officials and police department. Most of the problems are north of <br />Olive, but they are spreading to the other side. She has spoken with the City Manager <br />about many of the things she is seeing. She is been most vociferous with the house at <br />6901 Bartmer. She had a house listed at 6853 Bartmer and had witnessed an <br />altercation between two houses, one of them being 6901. She had three children with <br />them at the time and they were scared. The language was vulgar. She has seen drug <br />deals go down at this house. This has been a trouble house for five years. Captain <br />Green, after hearing her report, said that he would look into it. An incident occurred a <br />week later at 6901 that stopped a potential sale of the 6853 Bartmer home. She called <br />Captain Green and reported the incident and then he responded that she would have to <br />call Major Adams because this was not his department. The police say that no one is <br /> <br /> <br />
