RESOLUTION <br /> <br /> The matter of improving West Drive was co.n)~dered. <br /> After a general discussion, Councilmember f3 [L~'Jv~ <br />following resolution and moved its adoption. <br /> <br />offered the <br /> <br /> BE IT RESOLVED: That the Council of the City of University City, Missouri <br />finds and declares that: <br /> 1. Residents of West Drive in University City, Missouri submitted a petition <br /> to the City requesting the following public improvement of West Drive: <br /> <br />a) Reconstruction of the street to include proper grading to eliminate <br /> standing water; <br />b) The addition of concrete curbs, gutters, sewer inlets, and approaches <br /> tied into existing driveways; <br />c) Storm sewers connected to the sewer inlets to remove storm water; <br />d) Street construction consisting of a minimum of seven inches (7") of a <br /> premium quality asphalt mix on compacted subgrade to promote <br /> extended life of the street surface; <br />e) Adjustment of utilities to grade, including adjustment of natural gas <br /> and water stop-boxes; and <br />f) Such other work that is customarily performed in connection with the <br /> above improvement. <br /> <br />The estimated probable whole cost of the improvement is $90,000, <br />including all expenses incurred by the City for surveys, plans, engineering <br />services, etc. <br /> <br />o <br /> <br />Part of the final cost shall be paid by a special tax or assessment levied <br />against a benefit district which includes the entire block of West Drive. <br />Such part of the final cost shall be assessed against and levied upon each <br />parcel of real property that abuts the improvement and the owners thereof. <br />The proposed method of assessment is for such part of the final cost to be <br />assessed against the real property equally per fi:ont foot. The proposed <br />assessed amount shall be $44.50 per linear foot. Special tax bills <br />evidencing such assessments shall be issued. The City shall pay the <br />balance of the whole cost out the available City general funds. <br /> <br />BE IT FURTHER RESOLVED: That the Council of the City of <br />University City, Missouri finds and declares said improvement necessary <br />and in the public interest; and that a public hearing be held at City Hall, <br />6801 Delmar Boulevard, University City, Missouri, at 7:30 p.m. on <br />August 12, 2002, to consider the improvement of West Drive. <br /> <br /> <br />
