RESOLUTION IN OPPOSITION TO CONSTITUTIONAL AMENDMENT #2 <br /> <br />WHEREAS: The firefighter unions have successfully gathered sufficient petitions to place <br />Amendment #2 to the Missouri Constitution on the November 5, 2002 ballot, and <br /> <br />WHEREAS: Amendment #2 would mandate that local governments enter into enforceable contracts <br />with firefighters, ambulance personnel and dispatchers concerning wages, hours and all other terms <br />and conditions of employment, and <br /> <br />WHEREAS: Amendment #2 specifies binding arbitration that would allow outside arbitrators to <br />allocate our tax dollars and determine staff levels, number of personnel on each truck, work rules, <br />wages, benefits, etc., and <br /> <br />WHEREAS: Public sector labor relations are inherently different from the private sector, and <br /> <br />WHEREAS: Firefighters and ambulance personnel already receive generous compensation, fringe <br />benefits, retirement benefits and working conditions, and <br /> <br />WHEREAS: Amendment #2 creates a special class of public employees with special fights, to the <br />detriment of all other public employees; <br /> <br />NOW, THEREFORE, BE IT RESOLVED: That the City Council of University City opposes the <br />passage of Constitutional Amendment #2 and urges all voters to carefully study this proposal and the <br />impact on our city before voting on this issue in November. <br /> <br />, d this ? day of <br /> <br />..C~O~O~ ,200~ <br /> Y CLERK fi2/ <br /> <br /> <br />
