Session 1854 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />October 7, 2002 <br /> <br />At a regular meeting of the City Council of University City held in the Council Chambers <br />of City Hall on Monday, October 7, 2002, Mayor Joseph L. Adams called the meeting to <br />order at 7:30 p.m. In addition to the Mayor, the following members of the Council were <br />present: <br /> Ms. Cassandra Colquitt <br /> Mr. Wayne Munkel <br /> Mr. Robert Wagner <br /> Mr. Larry Lieberman <br /> Ms. Shelley Welsch <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also present was City Manager Frank Ollendorff. Mr. Munkel joined the meeting at 7:38 <br />p.m. <br /> <br />MINUTES: <br /> <br />Mr. Wagner moved approval of the September 23, 2002 special meeting minutes. Mr. <br />Sharpe seconded the motion, which carried unanimously. <br /> <br />Ms. Welsch made corrections to the September 23, 2002 regular session minutes to <br />reflect her reappointment of Melissa Kreishman to the Board of Adjustments. She also <br />noted that on page 9 of the Minutes, the address of the house she spoke of with a <br />jungle in the front yard is at 82'~ and Canton. Mr. Sharpe moved approval of September <br />23, 2002 regular meeting minutes, as amended. Ms. Colquitt seconded the motion, <br />which carried unanimously. <br /> <br />RESOLUTION - APPLICATION FOR PARK GRANT: <br /> <br />Mayor Joe Adams read a resolution on Parks which would allow the City to apply to the <br />County of St. Louis Municipal Parks Grant program. Ms. Welsch moved adoption. Mr. <br />Wagner seconded the motion, which carried unanimously. <br /> <br />RESOLUTION - CITY'S OPPOSITION TO CONSTITUTIONAL Amendment # 2 <br />(Firefiqhters' Bill of Riqhts): <br /> <br />Mayor Joe Adams read a resolution opposing Amendment #2 to the Missouri <br />Constitution. He stated that Firefighters' have successfully gathered enough signatures <br />to put the amendment on the November 5, 2002 ballot and that a number of cities have <br />come out against it. This amendment would mandate that local governments enter into <br />enforceable contracts governing the terms and conditions of employment and would <br />require binding arbitration that would let outside arbiters allocate tax dollars.
