Session 1854 <br />October 7, 2002 <br /> <br />former Councilmember Paul Schoomer, former Assistant City Manager Julie Szymula, <br />City Manager Frank Ollendorff, City Attorney John Mulligan and Mayor Adams and the <br />City Council for the assistance and encouragement that has been given them in their <br />effort to bring legal, off leash dog people recreation to the City. With continued support, <br />University City will once again show leadership in services to its citizens. There are <br />over 600 public off leash dog recreation areas in the United States. None are located in <br />the State of Missouri. <br /> <br />MISCELLANEOUS COMMENTS REGARDING CITIZEN COMMENTS: <br /> <br />Mr. Wagner asked the City Manager to write a letter to'the manager to the Imo's pizza <br />restaurant, mentioned earlier by Mr. Norveu. The letter should tell him of the complaint <br />we received and to encourage him to reduce the noise during the business hours. He <br />also asked the City Manager to look into the issues that Mr. Hepler raised about the <br />LEBG money earmarked for the Police department. He would like these issues looked <br />into and reported on at the next study session. He also would like to commend <br />Councilmember Munkel on his earlier statement about getting serious about looking into <br />this problem with the police. There must be something going on that we, the Council, <br />don't understand. He would also like to see a report on this issue at the next study <br />session scheduled for November 2nd about some of the allegations they have been <br />hearing and especially a review of Mr. Dockett's experiences. He would like to read the <br />police reports on these incidents, if there are any. He also would like to find out why an <br />officer would turn his back on a conversation with a citizen. <br /> <br />Ms. Colquitt agrees with Mr. Wagner's requests, as well as the Imo's incident. She also <br />would like to hear why our officer's are choosing among themselves whether or not a <br />report should be written or not. She does not understand this. We need a way to <br />measure customer service. Training for customer service is fine, but enforcing it is <br />another issue altogether. <br /> <br />Mr. Wagner said that one of the goals for the City Manager, which probably was not <br />articulated very well, but it was how to manage a chain of responsibility for tracking and <br />responding to citizen complaints. This issue is a perfect example of why these <br />procedures are needed. <br /> <br />Ms. Welsch commends her colleagues' comments tonight, as well. She hopes that <br />when we do discuss this issue on November 2nd, that we are looking at all the <br />complaints that have been brought before the Council over the past month.
