Session 1856 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />October 10, 2002 <br /> <br />At a special meeting of the City Council of University City held in the Council Chambers <br />of City Hall on Monday, October 10, 2002, Mayor Joseph' L. Adams called the meeting <br />to order at 5:00 p.m. In addition to the Mayor, the following members of the Council <br />were present: <br /> Ms. Cassandra Colquitt <br /> Mr. Robert Wagner <br /> Mr. Larry Lieberman <br /> Ms. Shelley Welsch <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also present was City Manager Frank OIlendorff. EXCUSED: Mr. Wayne Munkel. <br /> <br />PUBLIC HEARING - DELMAR/DELCREST REDEVELOPMENT PLAN AMENDMENT <br /> <br />A public hearing has been scheduled and appropriate notice published for 5:00 p.m this <br />data and place to give all interested parties reasonable opportunity to express their <br />views on the proposed dividing of the project into two distinct parcels thereby allowing <br />phased developments. The redevelopment plan amendment does not make any <br />change in the total amount of tax abatement previously adopted. Following the public <br />hearing, the City Council may turn to the City Clerk's docket and act on several bills <br />related to this project. <br /> <br />Mayor Adams opened the public hearing at 5:03 p.m. Being that there were no <br />requests to speak, the public hearing was closed. <br /> <br />Ms. Welsch stated that she was very uncomfortable with this process. She said that <br />she did not see the public notice or reasons to have the meeting on the website. She <br />doesn't see the need to rush through this process in this manner. She doesn't <br />understand why there isn't any citizen input on this issue. She asked for an <br />explanation. <br /> <br />Mr. Ollendorff said that the Council agreed to this process in an earlier executive <br />session. He, the LCRA and the City attorneys have been working on the technical <br />details to make sure it is handled properly. We needed at least fifteen days public <br />notice before we could have this meeting. The meeting notice was published twice as <br />required by law. It couldn't be done last week at the regular session, because there <br />would not have been sufficient public notice time. It could not be postponed until the <br />next regular session on the 21st, because we would have missed the closing date. <br /> <br />Ms. Welsch still believes that it is wrong to go through this without proper citizen <br />notification. She stated that Mr. Medve had made us wait a very long time to get to this <br />point and she doesn't understand the need to rush through this process. She plans to <br /> <br /> <br />
