Session 1856 <br />October 21,2002 <br /> <br />Councilmember Wagner also said that the second part of the ordinance would control <br />the side yard set-back on new in-fill housing and require proportionality in relation to the <br />height of adjacent properties. Mr. Wagner requested assurance that no new building <br />permits would be issued prior to adoption of the ordinances. The City Manager <br />responded that he had received a similar request from Councilmember Lieberman. He <br />assured the Council that he any plans submitted for in-fill housing would be reviewed <br />with care, deliberation and thoroughness. At his request, the City Clerk had already <br />placed the required notices to insure that a Public Hearing could be held on November <br />4. <br /> <br />Mr. Wagner asked if any permits were in the process of being issued. Mr. Ollendorff <br />said that he was not aware of any but would investigate and advise the <br />Councilmembers. <br /> <br />Mr. Wagner stated that both he and Mr. Lieberman had constituents who would be <br />unhappy if construction slipped through during the required but lengthy process. <br /> <br />Ms. Welsch said that there had been a lot of citizen interest and input into the subject <br />and she hoped that this public hearing would be an opportunity for extensive notification <br />to citizens. <br /> <br />Mr. Sharpe stated that he knew that the Planning Commission was aware of the Public <br />Hearing date; he also hoped for more widespread notification to citizens. <br /> <br />The Mayor called for the vote which carried unanimously. The Hearing date for <br />November 4 was adopted. <br /> <br />CITIZEN COMMENTS: <br /> <br />Ms. Terrie Morgan, 1627 Washington Avenue (St. Louis, MO 63103) stated that she <br />represented the Program of Occupational Therapy at Washington University. Funded <br />by the Centers for Disease Control and Prevention, she said they were attempting to <br />measure environments to determine if they were accessible to people with disabilities. <br />They have developed an instrument which now needs to be tested and planned to use <br />the City of University City as a test area. Ms. Morgan stated that the study consisted of <br />two phases. In the first, they would be seeking people with disabilities who live in U City <br />to answer survey questions. In the second, they would be visiting several local <br />businesses with a check list to determine the accessibility of the physical environment. <br />She thanked the Council for its attention and left information cards with the City Clerk. <br /> <br />Councilmember Welsch asked if the cards contained contact information for those who <br />wish to participate; Ms. Morgan stated that contact information was on the bottom of the <br />cards. <br /> <br />4 <br /> <br /> <br />
