Session 1858
November 2, 2002

this seriously? He believes we need a method to track complaints, such as a
mandatory logging of citizen contacts. Ms. Colquitt agrees with her colleagues. The
citizens need to know that they are being heard. Mr. Munkel said that the Council
needs to understand how the police department prioritizes calls. Mr. Sharpe felt that the
reporting process could definitely be improved. Mayor Adams felt that some type of
record needs to take place on every call. Mr. Ollendorff believes the Police department
records all calls in some manner. He will check and report back. Mr. Munkel believes
that the reports the Police provide Council are beneficial and well done. Mr. Ollendorff
said that communicating with the citizens after an incident is the job of the Victim's
Services Unit. Mr. Munkel said that it was very important that the department is working
in one direction.

AGENDA #13 - LEGAL LIMITATIONS WITH DEALING WITH JUVENILES:

Mr. Ollendorff stated that he has asked for a report on this matter and would like to
postpone this until another study session.

AGENDA #14 - DEVELOPMENT SUBSIDY POLICY:

Mr. Ollendorff stated that he would like to discuss this at a future executive session.

AGENDA #15 - COUNTY MUNICIPAL LEAGUE HOST MEETING:

The sense of Council was to allow the City to be used as a host city for a near future St.
Louis County Municipal League meeting.

AGENDA #16 - TEMPORARY SIDEWALK REPAIRS:

Mr. Ollendorff said that he would like to offer citizens the option of paying a contractor to
have the sidewalk fixed properly and then be reimbursed in a future year when the City
is covering that block by contract and would have incurred that expense. The City
spends $100,000 a year for sidewalk repairs and the work percentage of broken
sidewalks usually get fixed first. We will probably never get caught up. The sense of
Council was to agree with the program, but waive the permit fee. Ms. Welsch thinks this
program should be advertised in the CityScape.

AGENDA #17 - TRASH WITHIN U.CITY LOOP:

Mr. Wagner brought up the continual problem with the trash in the Loop. After
discussion, it was suggested that the LSBD should hire a custodian. Mr. Lieberman
said that he would bring the matter up with the LSBD at their next meeting and bring
back their recommendations.

Mayor Adams adjourned the meeting at 12:40 p.m.
