<br />Jamal Clopton, 1037 Roth Avenue Mr. Clopton stated he did not think there was an actual <br />demand for a banquet center in this area and questioned its proposed location. <br /> <br />Addressing the concern about events spilling to the outside of the building, Mr. Frazier <br />stated he intended to hire a security guard. <br /> <br />Questions / Comments and Discussion by Plan Commission <br /> <br /> <br />-Some Plan Commission members had concerns about the demand for a banquet facility in <br />this area as well as parking. A banquet hall would be more comparable to a restaurant, <br />which has a requirement of 1 parking space per 75 square feet of dining area, but the parking <br />ratio applied of 1 space per 3.5 seats for the banquet facility as a place of public assembly <br />would not be practical. Staff stated that the ratio was based on the Zoning Code requirement <br />for places of public assemblybanquet facility <br />than a restaurant. <br /> <br />-It was stated that if there was an issue with the requirements in the Zoning Code, it could be <br />addressed by the Code Review Committee (CRC) at a future meeting. Staff stated they <br />would work with the CRC to review the parking code for restaurants and banquet facilities. <br />A motion was made by Mr. Salamon to approve the Conditional Use Permit with the <br />conditions specified in Attachment A of the staff report. The motion was seconded by Mr. <br />Miller and carried by a vote of 4 to 2 with nay votes from Ms. Locke and Ms. Williams. <br /> <br />The Chairperson stated this was not the final step. Conditional Use Permit applications <br />require City Council approval. It was recommended that the applicant reach out to the <br />neighbors to address their concerns. <br />4. Minor Subdivision Final Plat PC 16-05 Subdivide existing two-family dwelling into <br /> Medium Density <br />Residential District <br /> <br />Mr. Greatens provided project information. The request was to convert the existing two- <br />family dwelling into two condominium units. He stated that the proposal was in compliance <br />with all Zoning Code and Subdivision Regulation requirements and staff recommended <br />approval. <br /> <br />A motion was made by Mr. Ruben to approve the Final Plat.
