Session 1861 <br />November 18, 2002 <br /> <br />Ms. Welsch agreed that Mr. Wagner's proposal was workable but, as the <br />Council's representative to the Traffic Commission, she asked why this issue <br />came before the Council rather than to the Traffic Commission. <br /> <br />Mr. Ollendorff answered that he had raised the matter at the last study session <br />and was told to bring it to Council. <br /> <br />Mr. Wagner explained that he felt that the Council should directly deal with issue <br />to expedite removal of the signs as quickly as possible. <br /> <br />Mr. Lieberman asked the City Manager how many had exceptions there were to <br />the ordinance. Mr. OIlendorff responded that, as of that date, he knew of only <br />two exceptions. <br /> <br />Mr. Lieberman also wanted to know how the City would handle cars that block <br />driveways. The City Manager said that he believed the situation was covered by <br />present ordinances but offered to confer with the City Attorney about the <br />question. <br /> <br />Item # 4 - Mendell Branch Storm Water Improvement <br /> <br />The City Manager reported that the Metropolitan Sewer District had received <br />seven bids for the enclosure of the drainage and erosion area on the north end of <br />Mendell. MSD anticipated awarding the contract to the lowest qualified bidder, <br />R. V. Wagner for $442,000. Mr. Ollendorff stated that although University City's <br />expenditures had been estimated be about $120,000, the actual cost would be <br />$62,500. He requested authorization to pay $62,500 to MSD as University City's <br />share of the project on the east fork of the Mendell branch of the River des Peres <br />as previously pledged and provided the following breakdown: <br /> <br />1. Engineering and inspection costs would bring the total <br /> cost to nearly $600,000.00. <br />2. MSD will pay for the design and inspection costs and <br /> contribute $175,000.00 to the project <br />3. When combined with a state grant received by University <br /> City for $237,000.00, the City's share will be $62,500.00. <br /> <br />He stated that construction was expected to begin around the first of the 2003 <br />and that he would be returning to the Council to determine if, after a public <br />hearing, part of the costs should be assessed against adjacent residents. <br /> <br />Councilmember Colquitt moved to adopt the consent calendar. The motion was <br />seconded by Mr. Sharpe. <br /> <br />Ms. Colquitt asked the City Manager if the residents had been informed about the <br /> <br /> <br />
