Session 1716, Minutes <br />February 23, 1998 <br /> <br />The bill was assigned No. 8370 and given its first reading. <br /> <br />A bill was introduced by Mr. Ware, entitled: <br /> <br />AN ORDINANCE AMENDING CHAPTER 21 OF THE MUNICIPAL CODE, RELATING <br />TO MOTOR VEHICLES AND TRAFFIC, BY REPEALING SECTION 21-82 THEREOF, <br />RELATING TO STOP INTERSECTIONS, AND ENACTING IN LIEU THEREOF A NEW <br />SECTION TO BE KNOWN AS "SECTION 21-82. STOP INTERSECTIONS -- <br />VEHICLES TO STOP AT CERTAIN INTERSECTIONS," BY AMENDING SAID <br />SECTION SO AS TO ESTABLISH STOP SIGNS AT THE INTERSECTIONS OF <br />CANTON AND LAUGHLIN AVENUES AND WASHINGTON AND TRINITY AVENUES; <br />CONTAINING A SAVING CLAUSE AND PROVIDING A PENALTY. <br /> <br />The bill was assigned No. 8371 and given its first reading. <br /> <br />Responding to Mr. Lieberman, Mr. Ware said that these requests are never <br />recommended by the Traffic Commission unless a majority of residents agree. <br /> <br />A bill was introduced by Mr. Schoomer, entitled: <br /> <br />AN ORDINANCE LEVYING A SPECIAL ASSESSMENT OR TAX AGAINST <br />PROPERTY IN A BENEFIT DISTRICT FOR THE PUBLIC IMPROVEMENT OF 6319 <br />DELMAR BOULEVARD BY THE CONSTRUCTION OF A MOTOR VEHICLE PARKING <br />FACILITY THERE, AND DIRECTING THE ISSUANCE OF SPECIAL TAX BILLS. <br /> <br />The bill was assigned No. 8372 and given its first reading. <br /> <br />LONG DISTANCE LINE SLAMMING CONCERN: <br /> <br />Mr. Munkel said that he received a complaint from a concerned citizen regarding long <br />distance line slamming. This is the practice where long distance lines are changed <br />without permission. He thinks this is wrong and would like to find out from City staff or <br />the City Attorney if there is any legislation available on this or something that could be <br />drafted to eliminate this problem from occurring with residents. <br /> <br />Mr. Lieberman said that there is state legislation that is pending on this issue. There <br />are a number of seminars and programs going on throughout the St. Louis area that is <br />speaking directly to this issue, as well. Southwestern Bell is very concerned about this <br />problem and they have procedures that they will advise people on in the event it occurs <br />to them. The education process is important to let people know what they can do if this <br />happens to them. The legislation from the state will prohibit slamming. <br /> <br /> <br />
