Session 1863
December 16, 2002

Yentumi responded that University City East would not receive monies from either
Childrens' Hospital or the Cardinal Care Foundation. They will receive services and
systems (like the playgrounds). She emphasized that the proposed stadium would
open up the potential to lease it out to existing University City's and other area's
leagues, a concession area would offer fundraising potential for the City and
participating organizations, provide more youth employment and engage more families.

Mayor Adams noted that we would be trying to improve sports, recreation and
entertainment. This is what this proposal is all about.

Mr. Wagner stated that this was a tremendous offer, but we are voting to spend public
monies and we don't even have a good estimate to work on. He is not against this
project at all. He is cautious about spending public money.

Ms. Yentumi stated that she would help the City find organizations to help fund this
venture. Mr. Sole stated that the Cardinals would help with funding challenges, as well.

Responding to Mr. Sharpe's concern about who would responsible for the schedules,
Mr. Ollendorff replied that the park would be under the complete control of the Parks
and Recreation department. He is hoping that conflicts will be eliminated. Mr.
Ollendorff completely agrees.

Mr. Munkel agrees with Mr. Wagner that we need a cost and expenses estimate on this
project, as well as what the liability the City will incur with its operation. He would like
Mr. Ollendorff to provide this information as soon as feasible.

Responding to Mr. Lieberman's question about timeline, Mr. Sole stated that it was
entirely up to the City. He also mentioned that this stadium was a competition between
25 communities and that he had hoped that University City would be able to handle
many of the costs involved to build it. Shari and University East convinced them that
University City would welcome this project with open arms.

Mayor Adams called for the vote and the motion to approve was carried unanimously.

ANNOUNCEMENT:

Ms. Colquitt noted that Friday is the 5th Annual Holiday Party for the Children of
University City.
