Session 1864 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />January 11, 2003 <br /> <br />At a duly posted study session of the City Council of University City held in Room 6, <br />second floor of City Hall, Saturday, January 11, 2003, Mayor Joseph L. Adams called the <br />meeting to order at 8:00 a.m. In addition to the Mayor, the following members of <br />Council were present: Ms. Cassandra Colquitt, Mr. Wayne Munkel, Mr. Robert Wagner, <br />Mr. Larry Lieberman, Ms. Shelley Welsch, and Mr. Arthur Sharpe, Jr. <br /> <br />AGENDA #1 - REVIEW OLIVE STREET ENHANCEMENT PLANS: <br /> <br />City Manager Frank Ollendorff informed the Council about two grants of over one <br />million dollars each for enhancing Olive Street. He outlined components of the <br />preliminary plans for the first phase: <br /> <br />New sidewalks where there are none or the existing sidewalks are in poor condition · Planting 130 newtrees. <br /> · Improve six intersections by adding decorative street lighting and asphalt <br /> treatment, bike racks and at least six new bus shelters (that University City will <br /> own and maintain). He stated that Traci Moore had been consulted to insure that <br /> the new shelters will accommodate community artwork <br /> · Bike paths <br /> <br />He advised the Council of the April deadline for submitting plans for state and federal <br />approval and that it would be asked to approve contracts around March or April. <br /> <br />The sense of the Council was to approve Mr. Ollendorff's plan. <br /> <br />AGENDA #2 - DISCUSS CAMPAIGN FINANCE: <br /> <br />Councilmember Welsch reported that the Missouri Alliance for Campaign Reform is <br />seeking to conduct a pilot project on public financing of campaigns. The City Attorney is <br />researching the legal issues. Due to this organization's financial challenges, she will be <br />dropping the matter temporarily. <br /> <br />She will continue to advise Council on this issue. <br /> <br />AGENDA # 3 - CALOP FEE ON CABLE BILLS: <br /> <br />The City Manager reported on citizen complaints because Charter Cable identifies <br />assessment of$1.O0 per household as a University City tax.
