Session 1866 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />January 27, 2003 <br /> <br />At a duly posted study session of the City Council of University City held in the E.O.C. <br />room, basement level of City Hall, Monday, January 27, 2003, Mayor Joseph L. Adams <br />called the meeting to order at 6:30 p.m. In addition to Mayor Adams, the following <br />Councilmembers were present: Ms. Cassandra Colquitt, Mr. Wayne Munkel (6:40 p.m.), <br />Mr. Robert Wagner, Mr. Larry Lieberman, Ms. Shelley Welsch, and Mr. Arthur Sharpe, <br />Jr. Also present was City Manager Frank Ollendorff. <br /> <br />AGENDA #1 - CIVIL LIBERTIES RESOLUTION: <br /> <br />Mr. Lieberman stated that 27 cities have passed resolutions concerning the federal <br />government's implementation of the USA Patriots' and Homeland Security Acts. Several <br />draft resolutions were discussed as they were presented by citizens, the American Civil <br />Liberties Union, Mr. Wagner and Mr. Lieberman. The Council discussed at great length <br />each version. The basis of the discussion regarded whether the Council should reconcile <br />content of the resolution to reflect the non-partisan position per the Council's Rules of <br />Order and Procedure. The Council's discussion centered around Mr. Lieberman's and <br />Mr. Wagner's version of the resolution. No decision was reached. It was the sense of the <br />Council that, in order to gain a consensus on a resolution, further discussion was needed. <br /> <br />Mayor Adams adjourned the meeting at 7:25 p.m. <br /> <br />Leisha Forsythe, City Clerk <br /> <br /> <br />
