incentive for shared-parking opportunities and use of mass transit were implemented through a <br />Zoning Code Text Amendment that was approved by City Council in April of 2015. <br /> Minimum lot size and other regulations for multi-family residential developments: The minimum lot <br />size for multi- Medium Density Residential District and <br /> High Density Residential District was 20,000 square feet, which was not feasible in almost <br />all parts of the City and was hindering new developments from occurring. The minimum lot size <br />also did not match the existing pattern of development in some areas. The lot size was reduced <br />and development standards for multi-family residential developments were updated through a <br />Zoning Code Text Amendment approval by City Council in May of 2015. <br /> Landscape buffering and screening requirements: There were certain types of developments that <br />did not have sufficient landscape buffering and screening requirements in the Code. Staff was <br />concerned that this could result in a negative impact on adjacent land uses, particularly single <br />family residential property. The landscaping requirements for parking lots were also insufficient. <br />These concerns were addressed through a Text Amendment approved by City Council in <br />December of 2015. <br /> Adult business regulations: Staff was made aware of issues with our existing adult business <br />regulations and inconsistencies with State laws that had been updated in recent years. Staff <br />coordinated with the City Attorney to update the adult business regulations for consistency with the <br />State laws through a Text Amendment approved by City Council in March of 2016. <br />7.Comprehensive Plan Update <br /> <br />Since its kick-off in mid-2014, the Comprehensive Plan Update project continued to move forward in <br />2015 and 2016. Some of the major activities are listed below: <br /> <br /> In 2015, working groups were formed to address specific topics to be examined for the Plan <br />document (topics selected from previous public input). They met multiple times to draft goals and <br />objectives for the selected topics. <br /> Public engagement continued through conducting of public forums for various stakeholder groups <br />such as realtors, youth, and business owners and via other means. <br /> The consultant prepared preliminary and revised drafts of the Plan document. The latest draft <br />document has been under review by the CPAC, who met 14 times during 2015 and 2016, with the <br />goal of working toward a final draft document for public review and consideration by the Plan <br />Commission and City Council. It is anticipated that the project will be completed in 2017. <br />8.Status regarding recent major developments <br /> <br /> The Gatesworth / McKnight Place The 3-story addition/expansion for assisted living and memory <br />care facility within the Gatesworth senior living community campus is under construction southwest <br />of the Delmar Boulevard / I-170 interchange. <br /> Ameren Substation The replacement, upgraded substation at Groby Road and Mulberry Avenue <br />is operating. The residential façade/enclosure is near completion. <br /> Mansions on the Plaza The second phase of Mansions on the Plaza at Delmar Boulevard and <br />Delcrest Avenue (east) is under construction. It includes 116 apartment units. <br /> High School addition A 3-story addition to the north side of University City High School was <br />completed and opened for use in 2016 at Jackson Avenue and Shaftesbury Avenue. <br /> Loop Trolley The Loop Trolley is under construction with operation anticipated in 2017. <br />4 <br /> <br />
