APPENDIX A <br /> <br />Charter of the City of University City, Missouri <br /> <br />ARTICLE VIII <br />Planning and Zoning <br /> <br /> <br />Section 61. City plan commission Generally. \[R.O. 2011 Charter Art. VIII <br /> <br />§ 61; Ord. No. 3375, § 1; Ord. No. 4389, § 3\] <br /> <br /> <br />The city plan commission shall consist of seven members, who shall serve without <br />compensation and who shall be appointed by the council for such terms as the council <br />may provide. Such members shall be qualified voters, residents of the city at least two <br />years immediately prior to the date of their appointment and shall hold no other office <br />or position in the city government. In addition thereto, one member of the city council, <br />to be designated by the council, the city manager and the city planner shall be ex officio <br />members, but shall have no vote on matters coming before the commission. The plan <br />commission shall elect its chairman annually from among the appointed members and <br />shall have authority to employ such assistants and technical advisers as it considers <br />necessary within the limits of the budget appropriation. <br /> <br />Section 62. Same Powers and duties Generally. \[R.O. 2011 Charter Art. <br />VIII § 62\] <br /> <br /> <br />The plan commission shall have the authority to prepare and submit to the council for <br />its approval a master plan for the physical development of the city, including the general <br />location, character and extent of streets, bridges, parks, waterways, and other public <br />ways, grounds and spaces, together with the general location of public buildings and <br />other public property, public utilities, and the extent and location of any public housing <br />or slum clearance projects, and shall recommend such modifications of said plan, from <br />time to time, as it deems in the city's interest. <br /> <br />Section 63. Same Same Zoning. \[R.O. 2011 Charter Art. VIII § 63\] <br /> <br /> <br />The plan commission shall also act as the zoning commission and shall have the <br />authority to prepare, adopt and recommend to the council for enactment into an <br />ordinance a comprehensive plan for the zoning of the city, with such regulations as to <br />the location, height, width and bulk of buildings and other structures, and the size of <br />the yards, courts and other open spaces surrounding the same, and as to the use of such <br />buildings, structures and land as it shall determine to be necessary or desirable for the <br />promotion of the health, safety, morals and general welfare of the inhabitants of the city. <br /> <br />The plan commission shall have general supervision of the enforcement of any zoning <br />ordinance enacted by the council, shall hear applications for amendments, modifications <br />or revision of the same, and shall forward such applications to the council with its <br />recommendations thereon. <br /> <br />The recommendations of the plan commission shall not be binding on the council, <br />which may approve or disapprove the commission's findings; however, no general city <br />plan or zoning ordinance, or any modification, amendment or revision thereof, shall be <br /> <br /> <br />1 <br /> <br />
