<br />ATTACHMENT "A" <br /> <br /> <br />Department of Community Development <br /> <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 862-3168 <br /> <br /> <br />M E M O R A N D U M <br /> <br />TO: Plan Commission members <br /> <br />FROM: Zach Greatens, Planner <br /> <br />DATE: January 20, 2017 <br /> <br /> <br />SUBJECT: Zoning Code Text Amendments <br /> <br /> <br />At your upcoming meeting on January 25, 2017, staff would request your feedback and direction <br />regarding a number of potential Zoning Code Text Amendment topics for the near future. Said <br />potential amendment topics have varying degrees of priority and time-sensitivity. With your <br />prioritization of these topics, staff will research and draft amendments accordingly for review and <br />consideration by the Code Review Committee (CRC) and full Plan Commission. <br /> <br />For reference, in recent years, Community Development staff has worked with the CRC and Plan <br />Commission to complete several Zoning Text Amendments (see attached). <br /> <br />Some of the suggested topics for amendments below have come about through discussion with <br />property owners and/or developers, code enforcement and interpretation concerns, feedback from <br />City Council/Board/Commission members, and updated State and/or Federal laws. Also, some of the <br />proposed amendments are the result of recommendations from other past planning efforts and are <br />intended to address issues such as sustainability, changing development trends, or expand <br />opportunities for future redevelopment in University City. <br /> <br />Below are proposed amendment topics (not in particular order) that of higher <br />priority than others: <br /> <br /> Update multi-family residential district regulations to allow attached single-family residential <br />developments. <br /> Amend telecommunication facility regulations, considering the changing technology and the <br />latest State and Federal laws. <br /> Amend commercial district regulations to allow residential dwelling units above commercial <br />uses where appropriate. <br /> Expand review of specific parking regulations to address any changes that were not included <br />in recent parking regulation updates such as restaurants and banquet facilities. <br /> <br />Below are suggested amendment topics (not in particular order) that staff believes are of less urgency <br />and are likely to require special technical assistance from legal counsel: <br /> <br /> Amend regulations for PD Planned Development Districts to streamline the process. <br /> Amend subdivision regulations to establish a defined process for public right-of-way vacation. <br /> Comprehensive review of sign regulations for amendments as needed. <br /> Consider allowing accessory dwelling units in certain residential zoning districts. <br /> Review ordinance to move toward a more cumulative zoning ordinance as <br />applicable. Cumulative zoning means that less intensive uses, such as single family <br />residences, would be allowed in residential districts that allow more intensive uses, such as <br />multi-family residential developments. <br />12 <br />Page of <br /> <br />
