MINUTES OF THE UNIVERSITY CITY COUNCIL

JUNE 12, 2006

At a Study session of the City Council of University City held at the City Library,
conference room two , 6701 Delmar, on Monday, June 12, 2006. Mayor Joseph Adams
called the meeting to order at 1:00 p.m. In addition to Mayor Adams, the following
Councilmembers were present:
Mr. Byron Price
Ms. Francine Brungardt
Mr. Michael Glickert
Mr. Robert Wagner

Ms. Brungardt requested this meeting in order for the Council to discuss the process of
her replacement. She asked of the Council present if there were any procedures
previously followed.

Mayor Adams could only recall this taking place two other times. The steps he said
were followed then were:
1. An application for candidacy was created in which questions were to be
submitted to in writing
2. All candidates spoke to the public attending Council meeting
3. Council selected a few from this to be interviewed only by Council

Ms. Brungardt inquired if this was lead by a chair of a subcommittee and Mayor said
there was not a subcommittee and was lead by the Mayor.

Ms. Brungardt said that she was flexible with her end time. She said the time chosen
was picked arbitrarily in order to give Council enough time to find a replacement.

Mr. Wagner asked Ms. Brungardt, if possible, to remain on the Council for two additional
Council regular sessions in order to clean-up some on-going considerations.

Ms. Brungardt agreed.

Discussion then continued to what the application should include. The following were
the suggestions made:
1. How and what have you participated in at University City of University City
2. Be sure to mention it is for Second ward
3. Residency in University City had to be 3 years but not particularly in Ward two
4. Be sure candidate understood time commitment needed
5. Need to be registered voter
6. Had to have all taxes paid
7. Desire and priorities in being a resident of University City
