To: Honorable Mayor Adams and City Council

From: Julie Feier, City Manager

Date: November 9, 2007

Subject: Weekly Update

November 8 – 18, 2007 the St. Louis International Film Festival (SLIFF), one of the
th
largest and highest-profile international film festivals in the Midwest, will hold its 16
Annual Festival. SLIFF is presented by the nonprofit Cinema St. Louis, which also
annually produces the locally focused St. Louis Filmmakers Showcase and the
CinemaSpoke screenwriting competition. In addition, Cinema St. Louis hosts
educational programs, screenings, and special events throughout the year. Festival
central is the Tivoli Theatre and will hold the opening-night gala at the main house on
Nov. 8. The fest introduces the Center of Creative Arts (COCA) as a venue this year.
SLIFF will screen films digitally in COCA’s auditorium during the second weekend, Nov.
16-18, and hold free screenings for St. Louis students during the week. SLIFF
showcases the best in cutting-edge features and shorts from around the globe. For
more festival information visit www.cinemastlouis.org Advance tickets for programs at
the Tivoli Theatre are for sale at the Tivoli box office beginning Oct. 22. Box-office hours
are 5-10 p.m. Monday-Friday and 2-10 p.m. Saturday-Sunday. No phone sales. For
tickets online, visit www.tickets.landmarktheatres.com.

In its November 5 meeting, City Council endorsed Staff’s Recommendation concerning
Delinquent Trash Bill Collection Enhancement Program
the to collect the significant
outstanding indebtedness due to the City. First, owners of residential properties with
delinquent trash bills will be given a limited opportunity to have their bill reduced by one-
half the interest owed. This intended to entice delinquent trash bill owners to eliminate
their debt rather than face more onerous consequences for non-payment. The
January 16 to March 14, 2008
forgiveness program will run from . No further bill
reduction will take place after March 14. If owners do not take advantage of the
forgiveness program, their service will be shut off until their debt is paid. If payment or
payment arrangements is not made, their property will be subject to foreclosure. More
information will become available by the end of the year.
