To: Honorable Mayor Adams and City Council <br />From: Julie Feier, City Manager <br />Date: December 3, 2007 <br />Subject: City Manager’s Report <br />Mr. Ewald Winker <br />I invited , Park Operations Superintendent, to the meeting this <br />evening for two reasons. First, because of the historic and on-going support he <br />has provided to U. City in Bloom. This month U.City in Bloom and the City of <br />Outstanding Local Government Award <br />University City received an from the <br />East West Gateway Council of Governments for our public-private partnership in <br />beautifying the City. <br />Second, due to his persistence with Metropolitan Sewer District (MSD). <br />It is only through Mr. Winker’s knowledge and extreme persistence over many <br />months that MSD has agreed to refund sewer bills for twenty parks with back pay <br />for several years, which will result in a refund to the City of approximately <br />$115,000 and an ongoing annual savings of $12,000. Mr. Winker has been the <br />Employee of the Year on more than one occasion and we simply wanted an <br />opportunity to recognize him before Council and the community. <br />Below is the study session schedule for 2008.
