CITIZENS’ COMMENTS Andrew Woods, 7187 Washington Mr. Woods distributed to Council the design of the plaza with the two new signs and their wording to be placed in the plaza. He spoke of his mother, Harriett Woods commitment to University City, to Missouri and to the nation for more than 50 years. Mr. Woods said the purpose in naming the plaza after her would continue her encouragement of residents to become involved in their community. 2. City Collections Ms. Feier stated an ordinance would be presented for the Council’s approval at the December meeting of the Council in accordance to the Council’s direction given at its study session on a proposed system for collection of the overdue refuse bills. It will include the timing and steps to ensure that residents understand that past due bills, totaling about two million dollars, must be paid or refuse collection will cease for them. Mr. Price asked that the citizens be well informed about the changed rules dealing with overdue trash bills. Ms. Feier said that educating the public was already in process and would continue. 2. Council Chamber Microphone System Ms. Ricci stated that in comparison with other City meetings, University City Council did not look professional in the operation of its microphone system. She observed at other meetings that all microphones were left on and she felt that Council was a cordial group which did not need monitoring concerning whose turn it was to speak. Ms. Brot explained that the Council adopted this microphone system because they liked the idea of having Councilmembers being placed in a cue in the order of their request to speak. She was not in favor of changing the present system but felt that practice could improve the system’s functioning. Moreover, this system was selected for its ability to improve the audio system, so that both the Council and the audience could hear and understand the speakers, unlike with the previous faulty system. Mr. Glickert’s opinion was to have all the microphones open. He did not see where there would be a problem with hearing in the back, as the system was very good. He felt with open microphones, it would speed up the process. Mayor Adams said that in the past there had been problems with determining who had requested to speak first.
