To: Honorable Mayor Adams and City Council

From: Julie Feier, City Manager

Date: December 28, 2007

Subject: Weekly Update

Citizens Financial Advisory Task Force (CFATF)
The has been working with City
staff since June of 2007. The culmination of their meetings is included in the attached
report. The report will also be available online. Several areas were reviewed to
increase efficiencies, reduce subsidies, identify target areas for reduction and generate
revenue. The committee members reviewed a substantial amount of information in a
short period and we are grateful for their expertise and time. Task Force members
included Ed McCarthy, Larry Nolan, Carl Kuebler, Larry Self, Stacy Clay and John
Solodar as Chairperson. Their work will be of tremendous assistance as we head into
the ’09 Fiscal Year. The appointees were asked to provide feedback to the City
Manager on a number of difficult topics and their advice has been invaluable, thank you
again to the Task Force Members, Deputy City Manager Janet Watson, and
Department Directors for assisting with background and recommendations for the
group.

At our request, Director of Community Relations and Local Government Affairs for
WU’s
Washington University, Cheryl Adelstein, prepared a document outlining
partnerships with University City
and the University City School District. Please find
a copy of the report attached. I have also included a general overview of their property
assessment data.

The Community Development Department prepared a development RFP for the
Delmar and I-170 known as Wyncrest
property at . The document is still under review
by the Community Development Director and the owners, Bentall. The owners have
expressed an interest in proceeding with a development and we are awaiting feedback
from them. In the interim, please review and provide any feedback regarding the
document by January 11.

Olive Blvd. & I-170
The poor weather over the last few days caused delay in the
Intersection opening planned last week. Here is the revised schedule as of this
afternoon from Millstone Bangert:
