Session 1870 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />March 15, 2003 <br /> <br />At a duly posted study session of the City Council of University City held in Room <br />6, second floor of City Hall, Saturday, March 15, 2003, Mayor Pro Tem Wayne <br />Munkel called the meeting to order at 8:00 a.m. In addition to the Mayor Pro <br />Tem, the following members of Council were present: Mr. Robert Wagner, Mr. <br />Larry Lieberman, Ms. Shelley Welsch, and Mr. Arthur Sharpe, Jr. Mayor Joseph <br />Adams and Councilmember Cassandra Colquitt were excused. Also attending <br />was Mr. Frank Ollendorff. <br /> <br />AGENDA #1 - PROP K. <br /> <br />The City Manager, Frank Ollendorff, informed Council that the contract with the <br />architect and the County funding agreement for the fitness center baseline <br />expansion were signed. <br /> <br />In response to questions about restrictions on the use of the funds, Mr. Ollendorff <br />reiterated the options available to Council when the application was submitted, <br />the mechanics of the County's decision-making process and the subsequent <br />restrictions on the grant monies. <br /> <br />Mr. Munkel stated that citizens need to be informed about other grants that may <br />address some of the current complaints about the fitness center. <br /> <br />After discussion about the Park Commission's role in the Prop K Committee's <br />activities, Mr. Wagner suggested that the Committee prioritize concepts, the Park <br />Commission endorse the Prop K Committee's work and make changes where <br />needed. <br /> <br />Ms. Welsch proposed including the survey in the newsletter and stated that even <br />though she liked the new changes to the website, she would like the survey to <br />have its own button in order for it to remain prominently displayed. She also <br />emphasized her commitment to accessibility of the facilities by all citizens. <br /> <br />It was the sense of the Council to wait for more citizen input before making <br />decisions about recommendations. <br /> <br /> <br />
