The framed presentation was given to her <br />son, Andy Woods. <br /> <br /> CITIZENS’ COMMENTS <br />Andrew Woods, 7187 Washington <br />Mr. Woods distributed to Council the design of the plaza with the two new signs and <br />their wording to be placed in the plaza. He spoke of his mother’s commitment to <br />University City, to Missouri and to the nation for more than 50 years. Mr. Woods said <br />the purpose in naming the plaza after her would continue her encouragement of <br />residents to become involved in their community. <br /> <br />2. <br />Resolution 2007 – 14 Authority to Transfer funds within a department was held over <br />for modification, at the request of Ms. Ricci. <br /> <br />J. CITY MANAGER’S REPORT <br />1. City Collections <br />Ms. Feier stated an ordinance would be presented for the Council’s approval at the <br />December meeting of the Council in accordance to the Council’s direction given at its <br />study session on a proposed system for collection of the overdue refuse bills. It will <br />include the timing and steps to ensure that residents understand that past due bills, <br />totaling about two million dollars, must be paid or refuse collection will cease for them. <br />Mr. Price asked that the citizens be well informed about the changed rules dealing with <br />overdue trash bills. Ms. Feier said that educating the public was already in process and <br />would continue. <br /> <br />2. Council Chamber Microphone System <br />Ms. Ricci stated that in comparison with other City meetings, University City Council did <br />not look professional in the operation of its microphone system. She observed at other <br />meetings that all microphones were left on and she felt that Council was a cordial group <br />which did not need monitoring concerning whose turn it was to speak. <br /> <br />Ms. Brot explained that the Council adopted this microphone system because they liked <br />the idea of having Councilmembers being placed in a cue in the order of their request to <br />speak. She was not in favor of changing the present system but felt that practice could <br />improve the system’s functioning. Moreover, this system was selected for its ability to <br />improve the audio system, so that both the Council and the audience could hear and <br />understand the speakers, unlike with the previous faulty system. <br /> <br />Mr. Glickert’s opinion was to have all the microphones open. He did not see where there <br />would be a problem with hearing in the back, as the system was very good. He felt with <br />open microphones, it would speed up the process. <br /> <br />Mayor Adams said that in the past there had been problems with determining who had <br />requested to speak first.
