Mr. Mulligan said that a separate check will go directly <br />to the St. Louis County Municipal League and would not be issued by University City. <br />Mayor Adams said the funds will be placed in a separate account by the league. Mr. <br />Price asked who would be picking a representative from University City to be on this <br />oversight committee. Mayor Adams said he assumed that he would be making an <br />appointment which would then be voted on by the total body of the league present. <br /> <br />Ms. Ricci repeated the previous statements made by others of why St. Louis County <br />Municipal League needed the money and how the money would be placed in a separate <br />account with an oversight committee. She then read what the ordinance before Council <br />said, “that it is used for the reimbursement of the league for revenues expended in its <br />legislation and settlement efforts to fund future services performed on behalf of the <br />league’s municipalities.” Ms. Ricci said that there was nothing in the ordinance about <br />protection, safe-guard or lobbyist. She felt this bill with the allocation to the St. Louis <br />County Municipal League was irresponsible decision on part of the Council given the <br />financial situation of the City and strongly objects to its passage. <br /> <br />Mr. Wagner stated that the protection should be in place before Council votes on any <br />settlement allocation so due process can be obtained. <br /> <br />Mr. Sharpe, Jr. spoke of St. Louis County Municipal League’s importance and the value <br />cities receive for the amount of money allocated. <br /> <br />Roll Call vote: <br />Ayes: Ms. Brot, Mr. Sharpe, Jr., Mr. Price and Mayor Adams <br />Nays: Ms. Ricci, Mr. Wagner and Michael Glickert <br /> <br />Bill 8959 was passed with a majority and became ordinance 6714. <br /> <br /> <br />K.
