<br />Resolution 2008 - 1 <br /> <br />Resolution Concerning Washington University's Future Development Along <br />Pershing Ave <br /> <br />WHEREAS University City is renown, now and historically, for residential <br />neighborhoods of charm and diversity, and <br /> <br />WHEREAS single family, owner occupied homes are a critical ingredient for the overall <br />health of our city, and <br /> <br />WHEREAS University City is located adjacent to the Danforth Campus of Washington <br />University (WU), one of the world's premier institutions of higher learning and research, <br />and <br /> <br />WHEREAS neighborhoods generally desire long term stability and maintenance in the <br />quality of life aspects of urban dwelling, and, <br /> <br />WHEREAS Universities generally consider long term need to accommodate expansion <br />of their physical property footprint, and <br /> <br />WHEREAS WU may consider future economic development, such as near the Big Bend <br />MetroLink Station, including the Millbrook Plaza commercial tract, and <br /> <br />WHEREAS such future development by WU is desired to be harmonized with the <br />concerns of the current residents of West Portland Place (WPP) subdivision, particularly <br />in the 70XX block of Pershing Avenue, to achieve a cooperative and mutually <br />advantageous result. <br /> <br />NOW THEREFORE the City Council of University City recognizes the strategic location <br />and desirability of enhancing Millbrook Plaza in keeping with the reality of modern urban <br />transportation oriented development concepts, and further, <br /> <br />NOW THEREFORE the Council also particularly recognizes and supports the desires of <br />the nearby property owners to retain the character and value of their historic single <br />family residential neighborhoods, and further, <br /> <br />NOW THEREFORE the Council urges WU to engage in continuous communication with <br />residential neighbors, including more specific description and delimitation of WU's intent <br />in their unprecedented co-located acquisition of single family residential property along <br />Pershing Ave. in University City, and further, <br /> <br />NOW THEREFORE, the Council urges WU to respect the Comprehensive Plan of <br />University City, and to define and limit their intent for zoning changes in all <br />neighborhoods now zoned for single family residences. This applies to all <br />neighborhoods in University City, but in the near term particularly for the WPP <br />subdivision. The Council urges WU to abide by the legal Covenants and Indentures of <br />WPP, and other subdivisions in University City, and further, <br />
