To: Honorable Mayor Adams and City Council

From: Julie Feier, City Manager

Date: February 1, 2008

Subject: Weekly Update

the
A memo defining staff’s recommendation for next steps in communicating with
University City School District
is attached for your consideration. Please contact
Assistant City Manager Petree Eastman with your feedback at 505-8535. In addition to
a law degree from SLU and a Planning Masters from UC Berkeley, Ms. Eastman has
over 10 years of experience dealing directly with the St. Louis City and Kansas City
school desegregation programs and has extensive knowledge on school matters.

NE
The February 12 study session will focus on recommendations in the
Neighborhood Plan
to encourage redevelopment, modernize housing stock and
promote infill. Staff has a recommendation to purchase County owned lots in a test
block area and package for resale with design and development criteria. The proposed
test block is the 6600 block of Crest and Bartmer just east of Kingsland. There are
roughly five undeveloped lots under County control we would propose for purchase and
redevelopment. During the session, we will review impacts to the neighborhood, real
estate market, costs involved -including review of existing liens, current maintenance
and filing fees to purchase and market to a private developer.

parking agreement with WU
The revised for the Forsyth lot is attached for your review.
Our previous concerns have been addressed. Based on your feedback, I plan to place
the agreement on the February 12 consent agenda.

The Public Works Director has been serving on a review committee to select the
Delmar Loop Trolley
consultant for the project. She has provided a summary update
on the consultant selection. There is also an update from Mr. Fred Brot regarding the
open house held during the Ice Carnival. In addition, I have attached a copy of the
memo from the St. Louis County Circuit Clerk notifying us of the Application for Ballot to
establish a Transportation Development District. We will forward the appropriate ballot
