To: Honorable Mayor Adams and City Council

From: Julie Feier, City Manager

Date: February 7, 2008

Subject: Weekly Update

As we discussed, there will need to be a two-pronged approach regarding the current
TIF Legislation
, which is limiting redevelopment in St. Louis County. The League hired
Gilmore & Bell to prepare talking points regarding alternative legislation for TIF in the
County. I have attached a copy of the talking points as well as a summary of Economic
Development Tools provided by Gilmore & Bell. We are considering utilizing their firm
for some of our development projects in the future.

Green Center River des PeresWatershed Coalition
The is hosting a forum. The
River des Peres is the St. Louis area's largest watershed. Encompassing the 114-
square-mile area drained by the River des Peres and its many tributaries (Gravois,
Deer, Black, and Engelholm Creeks, among others), the River des Peres watershed
takes in much of St. Louis City, University City, Pagedale, Clayton, Richmond Heights,
Webster Groves, Ladue, and 36 other municipalities. Anyone interested in the River
des Peres and its tributaries is welcome to take part in their upcoming planning forums.
The Coalition has held regular and well-attended river cleanups and invasive plant
removals at various locations in the watershed and has developed a demonstration
restoration site at Deer Creek. (For more on the Coalition, please go to
www.riverdesperes.org.)

Their first gathering to address the future of the River des Peres Watershed Coalition
will be February 26 from 6pm to 9pm at the Heman Park Community Center, 975
Pennsylvania Ave. So that we know how many people to expect, RSVP, by either
emailing riverdesperes@gmail.com or calling Danelle Haake at 941-0489.

City continues to focus on the problems surrounding flooding and sewer
The
back up related to the River des Peres.
Staff met MSD and Corp of Engineers
representatives on January 28 to review work completed by the Corp in FY07 including:
