Bill 8978 passed and became ordinance 6731. <br />5. BILL 8979 <br />— An ordinance amending Chapter 10.36 of the University City Municipal <br />Code, relating to regulations for specific streets, by repealing Section 10.36.090 thereof, <br />relating to stop intersections – vehicles to stop at certain intersections, and enacting in <br />lieu thereof a new section to be known as “Section 10.36.090 stop intersections – <br />vehicles to stop at certain intersections” thereby amending said section so as for traffic to <br />stop on Warder Ave. at Lafon Place; containing a saving clause and providing a penalty. <br />Ms. Brot moved for approval and was seconded by Mr. Sharpe, Jr. <br />Mr. Glickert asked to abstain from voting on this bill due to a potential conflict of interest. <br />Roll Call vote: <br />Ayes: Mr. Sharpe, Jr., Mr. Price, Ms. Ricci, Ms. Brot and Mayor Adams. <br />Nays: Mr. Wagner <br />Bill 8979 passed and became ordinance 6732. <br />K. NEW BUSINESS <br />RESOLUTION 2008 – 3 Budget Amendments and Transfers for second quarter, 2008 <br />Mr. Price moved for approval of Resolution 2008 – 3, seconded by Mr. Sharpe, Jr. and <br />was approved unanimously. <br />RESOLUTION 2008 – 4 University Heights Neighborhood Improvement District <br />City Attorney Mr. Mulligan asked for this resolution be continued to next Council meeting <br />in order for him to review and present previous similar situations for Council’s <br />information. <br />Questions arose concerning the houses on Delmar where the street and sidewalks are <br />being maintained by the County, yet are still part of the subdivision. City Manager Julie <br />Feier addressed an error in Resolution 2008 – 4, section 16, third line should read <br />“…election, exceed the estimated cost stated in paragraph 5, or $425,000, of this <br />Petition by more..” As presented, the paragraph read 3 instead of 5. Ms. Feier stated <br />that the residents on Delmar asked to be removed totally from the assessment, since the <br />County maintained theirs. <br />Ms. Ricci moved to postpone the vote of this resolution to The Council meeting on <br />February 12, in order to be able to do more study and was seconded by Ms. Brot. <br />CITIZEN COMMENTS <br />Thomas Saliba, 6939 Delmar <br />Mr. Saliba voiced his opposition to the NID of University Heights #1. The north side of <br />Delmar was assessed according to the front footage of the residence. The residences <br />on the north side of the 6900 block of Delmar receive maintenance on their sidewalk, <br />curbs and streets from St. Louis County and therefore will not receive any benefit from <br />this NID assessment. He is asking that the north side of the 6900 block of Delmar be <br />excluded from this NID petition assessment. He stated that they offered to reduce their <br /> <br />
