<br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />SPECIAL SESSION <br />January 25, 2008 <br /> <br /> <br />The Council Study Session, held in the Chambers of the City Hall, on Monday, January 25, <br />2008, was called to order by Arthur Sharpe, Jr. at 4:00 p.m. In addition to Mr. Sharpe, Jr., <br />the following members of the Council were present: <br /> Mr. Michael Glickert <br /> Mr. Robert Wagner <br /> Ms. Stefany Brot <br /> Ms. Lynn Ricci <br /> Mr. Byron Price <br />Mayor Adams had an excused absence. <br />Also present were City Manager Julie Feier and the Director of Parks Nancy MacCartney. <br /> <br />The Study Session agenda was for the purpose of reviewing additional questions on the <br />Ruth Park Learning Center/Driving Range. The session was requested by Mr. Wagner <br />and Mr. Glickert. <br /> <br />Mr. Wagner provided an agenda with six items to be discussed. They were as follows: <br />1. What was the elevation of the “old tree” above the proposed practice tee and with <br />its central location would it force hitting trajectories to enter fairway seven and <br />nine? <br />Ms. MacCartney said the elevation difference was 24 feet. She stated that there <br />may be a ball “shanked” to seven or nine but it would be rare. <br />2. Is there a need for netting to protect fairway seven or nine? <br />Ms. MacCartney said that the driving range is located on the widest course and <br />designers did not feel it was necessary. <br />3. Is the netting protecting fairway eight high enough to prevent nearly all drives for a <br />safety issue? <br />Ms. MacCartney said that the only a known professional might be able to hit a ball <br />over the net. <br />4. Will the water run-off affect the nature area beyond fairway eight? <br />Ms. MacCartney said they will not be moving earth here. She explained that it is a <br />natural detention basin and would continue to be the same. There will be pipes <br />instaledl underground purely for a quicker direction and elimination of water from <br />the course. Ms. MacCartney said the water amount will be the same as it would <br />be without the driving range and it will still be drained to the same area as it <br />presently is. <br />5. Lighting system and its effect on near-by residents. What would it compare to? <br />Ms. MacCartney said the “candlelight” power is a measure of how many feet away <br />the light can be seen. She said the original plans had it at 21, the standard is 20 <br />but the plans as now presented are using 12.4 candle-feet. Ms. MacCartney said <br />that these lights are also directed where soccer, baseball fields lights are not <br />directed. She gave some examples: baseball field at Heman and Olive is 30 <br />candle-feet, tennis courts are 50 candle-feet and most other sports are 20 candle- <br />feet. <br /> <br /> <br /> <br />
