<br /> <br /> 6801 Delmar Boulevard, University City, MO 63130 <br /> <br /> <br />Julie Feier, City Manager <br /> <br /> <br /> <br /> <br />February 14, 2008 <br />Honorable Mayor and Council: <br /> RE: Annual Administrative Report <br />As required in the City Charter, each year at this time the City Manager’s office provides Council <br />with the Annual Administrative Report. This report covers July 2006 through June 2007. <br />Historically, distribution occurs in November. I intended to adjust report delivery based on the <br />calendar year, but decided to not alter the data collection. The report will continue based on the <br />fiscal year. However, instead of the November distribution, delivery will occur in September for <br />more timely distribution of information. <br />Staff continues to dialogue about customer service delivery, efficient operations, and <br />organizational structure. We close the year completing some reorganization work and looking <br />ahead for additional efficiencies. Last year, the Environmental Inspectors moved from the Public <br />Works Department, to the Community Development Department with all other city inspectors. By <br />aligning inspections, communication and collaboration has improved. We continue to work on <br />cross training to reduce the need for multiple-inspectors to be on site. During the layoffs, two and <br />half inspectors were lost. With the new clerical staff in place, the Community Development <br />Department continues to provide a high level of service, even with development of new programs <br />such as the School District’s residency program, which increased demand on occupancy permits. <br />Staffing <br />Last year, Building Maintenance and Central Garage moved from the Finance Department to <br />Public Works. Both divisions endured layoffs last year, yet continue to provide excellent service. <br /> <br />The establishment of the Deputy City Manager/Finance Director position has been a tremendous <br />enhancement to internal service delivery. Both Finance and Public Relations lost positions in the <br />downsizing in the past year and have covered the reductions through enhanced coordination with <br />other Departments. This year, we will alter an existing position in Finance from Senior Account <br />Clerk to Finance Manager. The position will be introduced to assist with technology transition <br />away from COBOL and assist with ongoing supervision of payroll and collections. <br /> <br />The Public Works divisions of Engineering, Streets, Sanitation, Central Garage and Maintenance <br />all downsized this year without a large impact to service. In fact, Sanitation is currently <br />implementing service enhancement through the single stream recycling program, which will <br />continue to be under assessment for possible expansion. <br /> <br /> <br /> <br /> <br />
