To: Honorable Mayor Adams and City Council

From: Julie Feier, City Manager

Date: February 21, 2008

Subject: Weekly Update

Study Session Agenda
The relating to revenue for February 25 is attached. Staff has
been meeting all week on departmental budgets. The numbers will not be final for
weeks. Estimates will be used for the purposes of our study session. I referenced the
topic on the City Manager’s Report during the Council meeting as well in order to allow
additional public comment. The attachments include numerous letters from owners of
businesses and buildings in the Loop. The attachments also include the financial
projections, property tax comparisons and sales tax data.

council and court security
As a follow up to our previous conversations regarding ,
please find the revised bailiff protocol attached to your weekly. We have sufficient
staffing at Municipal Court. We will be increasing the security budget for housing court.
We have two options regarding Council meetings. We can choose to have one plain-
clothes officer in attendance at our Council meetings for the remainder of 2008 for
$1,600 or if we operate metal detectors, two officers would be required for a total of
$3,160. This assumes an average meeting time of three hours per meeting at an
average hourly overtime rate of $37.62.
City of Olivette has requested a joint meeting
The March 12 or March 19. They have
offered to host a late afternoon get together at around 5:30 PM or 6:00 PM. If this fits
your schedules and you are interested in attending, please let me know Monday night.
TIF
Olivette, Maplewood, Crestwood and the County Municipal League joined us in the
litigation
along with St. Ann and Ellisville.

Sutter-Meyer house
The lease is still under consideration. Several Council members
have asked to meet with Sutter Meyer Society Members and staff regarding the issue
next month. I have included the past correspondence for background. If you have any
questions, do not hesitate to contact Ms. Eastman.
