Session 1867
January 27, 2003

Mr. Ollendorff replied that a search did not locate records of any commitments
made during the 70's. He noted that University City had no reason to have any
input or records because the project was done entirely by the Metropolitan Sewer
District.

Ms. Colquitt verified that the Municipal Sewer District had never communicated
with the City on the project. The City Manager said that M.S.D. had been
contacted and asked if they have any records; they have reported that they could
not locate plans for anything other than work that was actually built.

Mr. Lieberman stated that, according to his recollection from having been on the
Council at the time, this portion of the project had been discussed with
Metropolitan Sewer District. At that time, they maintained that there were more
complications because another city was involved but would eventually complete
it.

Ms. Colquitt said that she recalled their commitment to complete the project in
sections and believed that there had to be some sort of record.

Mr. Ollendorff said that, as City Manager since 1980, the staff has striven for 23
years to get the Metropolitan Sewer District to complete the project in response
to Council's request.

Ms. Colquitt declared that that she was not in favor of asking the residents to
share the costs in light of the amount of property that they have lost because of
the delayed completion and that she hoped for some sort of accommodation.

Mayor Adams then declared the Public Hearing closed.

AGENDA ITEM # 3) Site Plan - 7315 Olive - Not-for-Profit Place of Worship

Mr. Ollendorff recommended that the Council approve the site plan for use of an
existing facility (now King's Daycare Center) as a church. All ordinance
requirements had been met. He also suggested that approval should be
contingent upon continuation of litter control, conformity to zoning requirements,
installation of an approved landscape plan and the providing of no more than 49
seats in the assembly area. The matter was coming before Council to make
them aware that the property would conceivably removed from the tax rolls.

Mr. Lieberman inquired about the shared parking arrangement that was made
with another facility. Mr. Ollendorff replied that the ordinance allowed for such a
written agreement.

4
