Session 1868
February 10, 2003

was carried.

AGENDA ITEM # 4 - SITE PLAN AMENDMENT FOR 6662 DELMAR:

The City Manager recommended that Council approve the revised site plan for a
retail store at the former Smith Hardware location. He pointed out that the new
building will include 10,000 square feet of retail space instead of the original
12,000 square foot, two-story retail space as previously approved. The facade
would remain at the two-story height and retain a high level of openness.

Mr. Munkel moved to approve the change. Ms. Colquitt seconded his motion.

Mr. Lieberman understood that the building would consist of one floor and no
basement; Mr. Ollendorff told him that he was correct.

Ms. Welsch stated that, although she wanted to see more retail businesses in the
Loop, she felt that this building did not attempt to fit in with the richness and the
character of the Loop.

The motion to approve carried with one nay vote from Councilmember Welsch.

AGENDA ITEM # 5 - RECREATION PROGRAMS FOR 2003:

Mr. Ollendorff concurred with the Park Commission's recommendation for the
approval of the recreation programs' proposals for 2003 as prepared by city staff.
The proposals would continue a wide range of existing programs with a few
additions that include new youth fitness classes and senior adult activities. He
stated that a review of fees for programs and facilities would be under
consideration during the spring's budget process. Approval by the Council of
these program proposals would allow for the preparation of a timely public
information program.

Mr. Sharpe made and Ms. Colquitt seconded a motion to approve the
recommendations.

Mr. Lieberman asked if the plans would accommodate recent fitness center
grants and Prop K activities. The City Manager replied that they include new
programs for teens at the fitness and the weight training area, added one class,
etc. but that any major program additions will occur as Prop K is further defined.

Ms. Welsch said she saw the recreation program proposal as a good beginning,
but noted that the programs are targeted mainly at youth, with some programs for
seniors. Nothing is offered for people in the middle. University City has citizens
of all ages, and she would hope that moree programs would be developed for
residents of all ages.

4
