Session 1868 <br />February 10, 2003 <br /> <br />Mr. Lieberman offered and Ms. Welsch seconded a motion to adopt. <br /> <br />Mr. Munkel said that he opposed some of the language of this resolution and <br />moved to table. Ms. Colquitt seconded the motion. The vote was as follows: <br />AYES: Mr. Munkel, Ms. Colquitt NAYS: Mr. Lieberman, Ms. Welsch, Mr. <br />Sharpe, Mayor Adams The motion to table was defeated. <br /> <br />The Mayor then called for a vote reaffirming University City's commitment to civil <br />liberties. The resolution carried, with Nay votes from Mr. Munkel and Ms. <br />Colquitt. <br /> <br />CITY CLERK'S DOCKET: <br /> <br />BILL FOR RECONSIDERA T/ON: <br /> <br />Mr. Munkel moved to reconsider Bill 8642, Temporary Construction Fencing. Ms. <br />Welsch seconded the motion. Mayor Adams called for a Reconsideration. The <br />vote was - AYES: Colquitt, Munkel, Welsch, Sharpe, Mayor Adams NAYS: Mr. <br />Lieberman. Bill 8642 will be reconsidered. <br /> <br />Mr. Lieberman complimented the staff for redrafting the bill so that it would give <br />city staff more flexibility. Mr. Ollendorff said the redraft limited fence requirement <br />to situations where the developer has a poor record, the site is a mess, or if there <br />are complaints by residents. <br /> <br />The Mayor commented that the appearances of some of the fences in <br />neighboring Clayton were not attractive. <br /> <br />Mr. Sharpe said that he agreed with the original bill and for the reconsideration <br />for additional wording. <br /> <br />Mr. Sharpe moved to approve Bill 8642; Mr. Lieberman seconded the motion. <br /> <br />The results of the vote were: AYES - Ms. Colquitt, Mr. Lieberman, Mr. Sharpe <br />NAYS - Mr. Munkel, Ms. Welsch, Mayor Adams. The motion was defeated. Bill <br />8642 is reconsidered and is defeated. <br /> <br />BILLS FOR SECOND AND THIRD READINGS: <br /> <br />BILL 8643 - AN ORDINANCE AMENDING CHAPTER 10.44 OF <br />THE CITY CODE, RELATING TO PARKING RESTRICTIONS ON <br />SPECIFIC STREETS, BY REPEALING SECTION 10.44.010 <br />THEREOF, RELATING TO PARKING PROHIBITED ON CERTAIN <br />STREETS AT ALL TIMES, AND ENACTING IN LIEU THEREOF A <br />NEW SECTION TO BE KNOWN AS "SECTION 10.44.010 <br />PARKING PROHIBITED ON CERTAIN STREETS AT ALL TIMES," <br /> <br /> <br />
