Mr. Sharpe seconded. <br /> <br />Ms. Welsch complimented U.City in Bloom and expressed concern about the <br />proximity to the river's edge of the planned construction of a gravel road between <br />Vernon and River Des Peres. <br /> <br />Mayor Adams called for the vote and the motion carried. <br /> <br />AGENDA ITEM # 4 - LIQUOR LICENSE - ASIAN FOODS, 8041 OLIVE: <br />Liquor License- Asian Foods, 8041 Olive <br /> <br />The Acting City Manager recommended that Council deny the application; the <br />Missouri Liquor Control Board will not approve a license for this applicant <br />because of the record of a prior business interest. He suggested advising the <br />applicant to return after a one-year period of observation of this business and <br />evidence of his ability to obtain a state liquor license. <br /> <br />Mr. Munkel moved to deny the application. Ms. Colquitt seconded the motion. <br /> <br />Ms. Welsch asked Mr. Norfleet for specific reasons for the Missouri Liquor <br />Control Board's action; he offered to get a copy of the report to her. <br /> <br />The motion to deny carried. <br /> <br />AGENDA ITEM # 5 - LIQUOR LICENSE TRANSFER-8080 OLIVE: <br /> <br />Liquor License Transfer - 8080 Olive: <br /> <br />Mr. Norfleet stated that the Vietnam Star Restaurant would move to larger <br />quarters from their former location at 7930 Olive. The current operation has had <br />no liquor law violations and no other major problems. Vietnam Star requested a <br />license to sell all types of intoxicating beverages by the drink at retail whereas <br />the current license is just for beer and wine. He suggested that Council consider <br />transferring the existing beer and wine license and observe the new operation for <br />a period of six months before upgrading to a full liquor license. <br /> <br />Mr. Donald W. Cranke, the attorney representing the owner, said that the current <br />owner made over $300,000.00 in substantial physical and esthetic <br />improvements. Revenues from liquor sales would service the debt. <br /> <br />Mayor Adams stated that a one-year waiting period was standard practice for a <br />new business but was unclear about the purpose served by a six month waiting <br />period for an upgraded license. <br /> <br /> <br />
