Session 1876 MINUTES OF THE UNIVERSITY CITY COUNCIL April 21, 2003 At a special meeting of the City Council of University City held in the second floor conference room of City Hall on Monday, April 21, 2003, Mayor Joseph L. Adams called the meeting to order at 6:50 p.m. In addition to the Mayor, the following members of the Council were present: Ms. Cassandra Colquitt Mr. Wayne Munkel Mr. Larry Lieberman Ms. Shelley Welsch Mr. Arthur Sharpe, Jr. Mr. Robert Wagner Proposed Resolution by Kay Drey and Mr. Waqner Mr. Wagner said that he had made some changes to Ms. Drey's proposed resolution that put the focus on the St. Louis County Department of Highways and Traffic. He feels that he could support this version of the resolution. He feels that the focus should not be on Metro. The County needs to work harder cooperating with us and Metro on these traffic issues. They haven't helped us enough and should. Mayor Adams said that City staff is currently negotiating with the County. Mr. Ollendorff said that there were talks currently going on. Mr. Sharpe asked Mr. Ollendorff if the resolution would help. Mr. Ollendorff replied that he didn't feel like the resolution would hurt their discussions. Ms. Welsch didn't feel like she could support the original proposed resolution presented by Ms. Drey, but that she would support this one if a majority of Council supported it. Mr. Munkel doesn't like the idea that citizens are creating resolutions for the Council to pass - he feels that these should be initiated by Council or staff. The sense of Council was to present the reworded resolution at tonight's Council meeting for a vote. Executive Session: Mr. Munkel moved to go into Executive Session immediately at 7:05 in this same room to discuss personnel matters RSMo 610.021 (3). Mr. Lieberman seconded
