Session 1876 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />April 21, 2003 <br /> <br />At a special meeting of the City Council of University City held in the second floor <br />conference room of City Hall on Monday, April 21, 2003, Mayor Joseph L. Adams <br />called the meeting to order at 6:50 p.m. In addition to the Mayor, the following <br />members of the Council were present: <br /> <br />Ms. Cassandra Colquitt <br />Mr. Wayne Munkel <br />Mr. Larry Lieberman <br />Ms. Shelley Welsch <br />Mr. Arthur Sharpe, Jr. <br />Mr. Robert Wagner <br /> <br />Proposed Resolution by Kay Drey and Mr. Waqner <br /> <br />Mr. Wagner said that he had made some changes to Ms. Drey's proposed <br />resolution that put the focus on the St. Louis County Department of Highways <br />and Traffic. He feels that he could support this version of the resolution. He feels <br />that the focus should not be on Metro. The County needs to work harder <br />cooperating with us and Metro on these traffic issues. They haven't helped us <br />enough and should. <br /> <br />Mayor Adams said that City staff is currently negotiating with the County. Mr. <br />Ollendorff said that there were talks currently going on. Mr. Sharpe asked Mr. <br />Ollendorff if the resolution would help. Mr. Ollendorff replied that he didn't feel <br />like the resolution would hurt their discussions. <br /> <br />Ms. Welsch didn't feel like she could support the original proposed resolution <br />presented by Ms. Drey, but that she would support this one if a majority of <br />Council supported it. <br /> <br />Mr. Munkel doesn't like the idea that citizens are creating resolutions for the <br />Council to pass - he feels that these should be initiated by Council or staff. <br /> <br />The sense of Council was to present the reworded resolution at tonight's Council <br />meeting for a vote. <br /> <br />Executive Session: <br /> <br />Mr. Munkel moved to go into Executive Session immediately at 7:05 in this same <br />room to discuss personnel matters RSMo 610.021 (3).
