Session 1882 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />May 12,2003 <br /> <br />At a duly posted budget study session of the City Council of University City held <br />in the E.O.C. room in the basement of City Hall, Monday, May 12, 2003, Mayor <br />Joseph L. Adams called the meeting to order at 7:00 p.m. In addition to Mayor <br />Adams, the following members of Council were present: <br /> <br />Ms. Cassandra Colquitt <br />Mr. Wayne A. Munkel <br />Mr. Robert Wagner <br />Mr. Lawrence Lieberman <br />Ms. Shelley Welsch <br />Mr. Arthur Sharpe, Jr. <br /> <br />The City Manager, Mr. Frank Ollendorff was also in attendance. <br /> <br />During his review of the City's 2003-2004 General Revenue Fund for 2003-2004, <br />Mr. Ollendorff advised Council about potential additional revenue sources such <br />as its authorization to levy an additional 15 cents in property taxes to pay off a <br />bond issue, increased electric and natural gas license fees, and cell phone/long <br />distance litigation. He recommended increased charges for city services such as <br />golf course fees, miscellaneous park fees, swimming pool, soccer area, refuse <br />collection fees, ambulance service, building permits and inspection fees. The <br />City Manager answered the Council's questions about various line items. <br /> <br />He reported a decline in sales tax revenues as a result of reduced consumer <br />spending, losses to T. I.F. offers from other municipalities and out-of-state internet <br />sales. Mr. Ollendorff noted that the return on University City's investments has <br />also declined. <br /> <br />The City Manager advised Council about the pending decrease in its Community <br />Development Block Grant allocation and that he had requested authorization <br />from the Federal government to use more of those monies for General Fund <br />items. <br /> <br />Mr. Ollendorff stated that applications for State, County and Federal grants to <br />hire three police officers were submitted: one has been funded and the other two <br />are pending. He also expected $70,000.00 in recycling grants to continue. <br /> <br />As sources for additional revenues, Mr. Ollendorff suggested increased parking <br />fees and stiffer enforcement and an increase in fines. <br /> <br /> <br />
