Session 1889
June 23, 2003

know what is going on and would appreciate the City Manager's attention to this matter.

Richard Dockett, 6844 Crest Avenue, announced a party at the Roth Grove
neighborhood corner of Bartmer and Purcell on Wednesday, July 9, 2003 between 5:30
and 9:30 p.m. He provided his phone number for those with inquiries. He invited
Council, the City Manager and asked for their assistance in publicizing the event.

Elsie Glickert, 6712 Etzel Avenue, addressed the issue of raising fees. She held that
ordinances which had been adopted as means of prevention were not being enforced.
She stated that she had observed moving vans that pulled up to front porch of a house.
She contended that the lawns (water, gas & lateral sewer lines) were not designed to
withstand the weight. She said that the police should verify that people moving in have
occupancy permits. Ms. Glickert believed that enforcement of ordinances would save
money and eliminate the need for raising fees. She asked for studies on the location
and deployment for trash pickup because, she said, alleys were subsidizing refuse
pickup.

Barbara Heise, 920 Golf Course Drive, cited problems with drug dealing activities in
three area parking lots and detailed an incident involving a gun. She complained about
refuse and overall decline of the Roth Grove neighborhood and asked for action.

LEGISLATIVE DOCKET:

BILLS FOR SECOND AND THIRD READINGS:

BILL 8657 - AMENDING CHAPTER 2.64 OF THE UNIVERSITY CITY
MUNICIPAL CODE, RELATING TO NONUNIFORMED EMPLOYEES
RETIREMENT SYSTEM, BY AMENDING SECTION 2.64.230 THEREOF,
RELATING TO INCREASE IN MONTHLY BENEFITS, "SO AS TO
INCREASE THE MONTHLY BENEFITS TO ALL RETIREES WHO
RETIRED PRIOR TO JANUARY 1, 2003, BY TWENTY DOLLARS ($20),
EFFECTIVE JULY 1, 2003.

The bill was given its second reading.
The bill was given its third reading.

Mr. Wagner offered the motion to adopt the ordinance.
