Session 1889 <br />June 23, 2003 <br /> <br />MISCELLANEOUS COMMENTS: <br /> <br />Ms. Colquitt asked Mr. Ollendorff to talk with Schnucks about the litter and loitering <br />problem on their lot. They have security guards on staff that could be helping alleviate <br />that problem. <br /> <br />Ms. Colquitt announced that she mediated her first seminar on predatory lending at the <br />recent NBC-LEO conference in Kansas City, Mo. <br /> <br />In referring to the tabling of the resolution on the contracted spraying for mosquitoes, <br />Ms. Welsch said she respects Councilmember Colquitt's position in requesting the <br />tabling of the resolution. Ms. Welsch asked Mr. Ollendorff to make sure he provides <br />the material to Council that Ms. Colquitt requested so this issue could be resolved. Ms. <br />Welsch reiterated that four members of the Council had provided staff with a letter on <br />June 16th, calling for a moratorium on the contracted spraying of Permethrin, and wants <br />to confirm with Mr. Ollendorff that staff is acting on this issue as directed in that letter. <br />Mr. Ollendorff answered in the affirmative and stated that they can even hold property <br />owners responsible. Mayor Adams confirmed that staff is acting as directed in the <br />letter. <br /> <br />Mr. Wagner stated that mosquito spraying does not provide the entire answer and is <br />ineffective as a total solution. We've already listened to experts, the County and <br />residents. The answer lies in a concerted effort of education, larvaciding and <br />preventative measures of eliminating mosquito breeding grounds. The resolution <br />doesn't say that we will never use mosquito spraying. It says that it will only be used in <br />the event of an actual significant threat of the West Nile Virus. <br /> <br />Mayor Adams stated that he had a problem with the ambiguity of the resolution's <br />terminology and what actually would constitute a significant threat of the West Nile <br />Virus. He wondered who would define that and make that decision. <br /> <br />Mr. Sharpe announced that the opening of the Walton Street Bridge was Saturday. He <br />reported that the residents were just ecstatic. Mr. Ollendorff stated that our new PR <br />Manager did a great job at getting television and radio station coverage out there. Ms. <br />Welsch stated that it was great that the City was able to get so many bridges redone <br />with the help of East West Gateway. <br /> <br />EXECUTIVE SESSION: <br /> <br />Mr. Wagner moved to adjourn the meeting to go into Executive Session at 9:35 p.m. to <br />discuss personnel matters per 610.021 (3) RSMo in the second floor conference room <br /> <br />Page 14 <br /> <br /> <br />
