Session 1889 <br />June 23, 2003 <br /> <br />Mayor Adams called for the vote. All were in favor of the motion with the exception of <br />Ms. Welsch, who voted Nay. The motion passed six to one. <br /> <br />AGENDA ITEM # 4 Heman Pool Admission Fees for Swim Team Members: <br /> <br />The City Manager recommended that resident members of the University City Swim <br />Club who wish to utilize the pool pay established resident rates for passes, I.D. card and <br />one daily admission with non-resident members paying the 50% pass premium or $4.00 <br />per day. This clarification was recommended by the Park Commission. Mr. Ollendorff <br />stated that neither was he able to locate any record of formal action allowing free use in <br />the past nor did he remember any history on this issue. He recalled that a number of <br />years ago the City Council endorsed a general policy of requiring payment of fees and <br />rents for city facilities for all activities and events except those directly organized or fully <br />sponsored by the City. <br /> <br />Ms. Welsch inquired if individual residents and teams pay fees for use of city fields. <br /> <br />Mr. Ollendorff stated that neither resident teams nor individuals pay for usage except for <br />on the lighted fields and the lighted tennis courts. Neither are there any fees for indoor <br />basketball. The Park Commission were asked to study this issue and they are planning <br />to give their recommendation to the Council this fall, most likely September. They will <br />also be studying fees for ball diamonds, as well as for the new one just built. <br /> <br />Ms Welsch asked how much revenue would be generated. The City Manager <br />responded that he did not have an estimate. The only research they have done is some <br />preliminary studies of what other communities charge for some of these facilities. <br /> <br />Ms. Welsch commended the work that the Swim Club does in University City. She <br />believes that this might pose an undo hardship for some of their swimmers. Because of <br />the absence of available information about the impact that charging fees would have <br />upon its members, and because the Parks Commission and staff are currently reviewing <br />fees that should be charged to all users of all facilities in University City, she thinks we <br />should wait before instituting these fees. Therefore Ms. Welsch said she would not be <br />supporting this recommendation. <br /> <br />Mr. Lieberman offered and Mr. Munkel seconded a motion was carried with the <br />exception of Ms. Welsch and Mayor Adams, who voted Nay.
