Session 1889 <br />June 23, 2003 <br /> <br />Mayor Adams commended Ms. Richman for her efforts. <br /> <br />Loretta Bryant, 7863 Milan Avenue, suggested that Parkview Gardens apply to other <br />sources for grants and that the City redirect their Community Development Block Grant <br />funding to pay the assessment for the Mendell Sewer repair. Mr. Ollendorff stated that <br />it was too late reallocate funds and explained that some of the area was eligible, where <br />another portion would not be. Mayor Adams attempted to explain how contracts and <br />the CDBG grant process cycle worked to help her understand this issue better. <br /> <br />Ms. Welsch requested that Ms. Bryant inform Mr. Ollendorff if the two hundred dollar to <br />three hundred dollar ($200-$300) assessment for storm drain repair posed an undue <br />hardship on any of the residents. She would be interested in knowing of any hardship. <br />Ms. Welsch noted that the City attempted to get this assessment down very Iow in order <br />to acknowledge that other neighbors have had to make payments in the past. <br /> <br />Mrs. Elsie Glickert, 6712 Etzel Avenue, wanted to know when University City would <br />actually receive the monies. She reported several fissures in the streets of Sutter <br />Avenue between Bartmer and Olive Street Road. Mr. Ollendorff replied that the monies <br />were released in late December or early January. Ms. Glickert asked if references to <br />Public Service meant police protection. Mr. Ollendorff stated that guidelines prevent <br />usage of the grants for day-to-day policing operations. It can only be used for <br />community policing programs. Ms. Glickert referred to the Northeast Sector <br />Comprehensive Plan and asked for concentration on paving alleys. <br /> <br />Ms. Colquitt asked about the status of Rev. Huston's request for funds for a homeless <br />shelter during the previous year. The City Manager responded that funding guidelines <br />required that food programs be associated with a housing component and if he recalls <br />correctly, he believes that Reverend Huston's program did not have this needed <br />component. He offered to check on the matter and get back to her. Ms. Colquitt would <br />very much like to allocate some funds to his organization. <br /> <br />Mayor Adams called for the vote and the motion carried unanimously. <br /> <br />AGENDA ITEM # 9 - Liquor License - 7930 Olive: <br /> <br />Frank Ollendorff recommended the approval of a license to sell alcoholic beverages by <br />the drink for consumption at the former location of Vietnamese Star Restaurant. He <br />advised the Council that it might wish to restrict the initial license to beer and wine to the <br />same as the former business in that building. Typically an operation would be observed <br />for 6 to 12 months before the granting of a full liquor license although exceptions had <br />been made for a business with a high level of successful experience at another location <br /> <br />Page 9 <br /> <br /> <br />
