Mr. <br />Lieberman said that he does understand First Amendment rights, but his objection lies <br />in the act of soliciting funds, which does not fall under First Amendment rights. Mr. <br />Munkel countered saying that although this group raises funds, they are also a lobby <br />group which is a political activity, which is protected. He believes we need to tread <br />lightly on this and feels too much time and attention has been given to this item. He <br />called the question. <br /> <br />The motion to approve carried 6 to 1, with Mr. Lieberman voting Nay. <br /> <br />CITIZEN COMMENTS: <br /> <br />Gretchen LaBelle, 7355 Dorset Avenue, said that it was brought to her attention last <br />Wednesday evening that there was a Proposition K committee proposal to put the new <br />Recreation Facility at the University City High School. She would like to voice her <br />opposition to this proposal. She is driving a petition of other like minded citizens to <br />present to the Council, hopefully, by the next City Council meeting. <br /> <br />Kathy Straatman, 6823 Crest, wished to remind the Council about the party celebrating <br />the northeast area, in particular the Roth Grove Neighborhood Association this coming <br />Wednesday evening. <br /> <br />Elsie Glickert, 6712 Etzel, said that she was very concerned about the UCRS and the <br />direction that they are going in recent years. The whole emphasis is on Parkview <br />Gardens. She was one of the founders of UCRS and it was founded specifically to keep <br />the real estate on the open market. North of Olive Street Road is still not on the open <br />market. She believes that they should return to that emphasis. Parkview Gardens is <br />practically owned by Washington University. They do not need a residential service. <br />North of Olive does need this service. They need to keep track of all the FHA repos and <br />use them to the best advantage. This recommendation should be included in the <br />contract along with the $70,000 you are giving them. <br /> <br />Dalfred Blockton, 6818 Crest, said that there still seems to be an overcrowding issue at <br />6814 Crest. She came before Council several months ago about this issue and there <br />has not been anything done about it as of yet. There are three generations of family, <br />plus friends, living in this house. Mr. Ollendorff said that he will keep trying to catch the <br />illegal occupants to ticket and fine them. This has been done several times over the <br />period since Ms. Blockton had visited the Council last. Staff will keep continuing to do <br />this. Ms. Blockton expressed her disappointment in the City's inability to enforce the <br />occupancy code. <br /> <br />Ms. Welsch said that she was glad that this issue was being addressed, but she would <br />like to find out if there is anyway possible that staff's efforts could be expedited.
