Session 1891 <br />July 7, 2003 <br /> <br />Elsie Glickert, 6712 Etzel, said that she wished to address Gretchen LaBelle's concern <br />about putting a Recreation Facility at the high school. As a member of the Prop K <br />Committee, she agrees that the Recreation Facility does not belong at the high school. <br />The final decision rests with the Council, however. <br /> <br />Ms. Welsch pointed out that Ms. LaBelle was at the last meeting and spoke about the <br />same problem with lots of youth blocking the street on Dorset, so she does not want us <br />to think that this problem is only in the Roth Grove area. Ms. LaBelle reported that this <br />was a regular problem when school lets out and when cars try to get through, the cars <br />are pounded on. <br /> <br />RESOLUTION: BAN OF CONTRACT MOSQUITO SPRAYING: <br /> <br />Ms. Welsch made a motion to remove this resolution, tabled at the 6/23/03 regular <br />meeting, from the table. Mr. Munkel seconded the motion. The roll call vote was as <br />follows: AYES: Mr. Munkel, Mr. Wagner, Ms. Welsch, Mr. Sharpe. NAYS: Ms. Colquitt, <br />Mr. Lieberman, Mayor Adams. The resolution has been removed from the table. <br /> <br />Ms. Welsch moved adoption of the resolution to ban the contracted spraying of <br />permethrin in the streets of University City. Mr. Munkel seconded the motion. <br /> <br />Mr. Lieberman noted the recent public hearing on this issue and also confirmed the <br />great amount of information that the Council has received from authoritative and non- <br />authoritative sources on this issue. St. Louis County Health Department is responsible <br />for the health of the general population of the County. They employ knowledgeable <br />experts who determine that the most comprehensive method of preventing the disease <br />that go along with mosquitoes: educational campaign directed to the public, seeking out <br />and eliminating breeding places, and combination of destruction of eggs while in the <br />larva stage and spraying for adult mosquitoes. The County has stringent testing <br />parameters and the knowledge to take on this responsibility. U. City does not have the <br />adequate expertise to do this. U. City does not have a health department and depend <br />on the County Health department to track and administer health concerns. There are <br />no known deaths attributed to the spraying action, nor are there reports of people being <br />sent to the hospital due to exposure to mosquito spraying. We received the information <br />and recommendation from the County which stated that the positive results of the West <br />Nile Virus in mosquitoes, birds and humans are criteria that would trigger mosquito <br />spraying. Other criteria for mosquito spraying would involve an increase of mosquitoes <br />in traps, death of birds in a specific area, or an event that may expose large numbers of <br />people to risk. Mr. Lieberman stated that we need to let St. Louis County Health <br />department do their job of handling the health aspects of our community. <br /> <br />Mayor Adams said that there is a statement in the resolution that says if there is a <br /> <br />Page 7 <br /> <br /> <br />
