<br />EconomicDevelopmentRetailSalesTax(EDRST) <br />Public Hearing <br />Meeting Summary <br />March 17, 2016 <br />6:00P.M. <br /> <br />The City of University City’s Community Development Departmentheldapublic hearingatthe <br />University City Public Library (6701 Delmar Blvd),UniversityCity,Missouri on March 17,2016.The Public <br />Hearing was tosolicit comments on the FY 2017Economic Development Retail Sales Tax funds. <br />1.Economic Development Retail Sales Tax (EDRST) Overview <br />Ms.Jodie Lloyd, Manager of Economic Developmentprovidedan overview of the EDRST including the <br />use of revenue as stated in the City’s municipal code and use of the funds to date, projects and programs. <br />Ms. Lloydalso review past expenditure amounts and explained that FY 2017budget is projected to be <br />about $550,000for projects and programs.Ms. Lloydalso explained the next steps for the funding <br />requests, including the next EDSRT Board meeting followed by adoption of the budget by City Council. <br />2.Review of FY 2017Requests <br />Ms. Lloydreviewed the requests for funds from theorganizations that are applyingfor FY 2017EDRST. <br />3.Public Comments <br />Bonnidette Lantz, 8429 Ann Ave. St. Louis, MO <br />Ms. Lantz supports the request for Create Space. She indicated that without Create Space, she wouldn’t have <br />an opportunity to be an artist and maker in the Delmar Loop. Create Space is a great organization that has <br />provided her and other artists with a fantastic opportunity. <br />Kevin Taylor, 7022 Canton Ave. <br />Mr. Taylor expressed concern about the lack of information provided at the meeting. He also indicated that the <br />EDRST process doesn’t seem accessible to the taxpayers. He wants to know the next steps in the process. <br />Alice Bloch, 7228 Shaftsbury Ave. <br />Ms. Bloch supports the Farmers Market. Her late husband served on the Board and was a major advocate for <br />the market. The Farmers Market provided a community gathering space and place for residents to come <br />together and support local farmers. She supports the use of funds for entertainment and enjoys the local <br />musicians and events like yoga at the market. <br />Morton Hyman, 739 Harvard <br />Mr. Hyman is a resident of the University Heights neighborhood. He supports the Farmers Market as a place <br />that can continue to grow and it brings the people together. He wants to see the market succeed. <br />Quentin Williams, Cintas Corporation <br />Mr. Williams stated thathe supports the efforts of the University City Chamber of Commerce. He wants the <br />Chamber to continue to grow and support the business community. The Chamber and City are working <br />together to draw additional businesses into the City. He wants to see this effort continue. <br />Ellen Bern, 7001 Washington <br />Ms. Bern is supportive of the funds for the Chamber of Commerce. She said that the Chamber is a strong <br />voice for the business community. She indicated that change on Olive Blvd can take many years and the <br />successful Lunar New Year event was great for Olive Blvd but also for establishing relationships with property <br />and business owners. Ms. Bern also thinks the EDRST Board should establish some parameters around <br />marketing and event requests given the additional requests for funds.
