K. NEW BUSINESS <br />BILLS <br />1. BILL 8982 — <br />An ordinance amending Chapter 10.36 of the University City Municipal <br />Code, relating to regulations for specific streets, by repealing Section 10.36.030 thereof, <br />relating to designating one-way street traffic, and enacting in lieu thereof a new section <br />to be known as “Section 1.36.030 one-way streets designated,” thereby amending said <br />section so as designation of Lindell Boulevard to be one-way street westbound from <br />Asbury Ave. to a point 120 feet south curb line of Forsyth Blvd. only; containing a saving <br />clause and providing a penalty. <br />2. BILL 8983 — <br />An ordinance An ordinance amending Chapter 10.44 of the University <br />City Municipal Code, relating to parking restrictions for specific parking prohibited on <br />certain streets during designated hours and enacting in lieu thereof a new section to be <br />known as “Section 10.44.020 parking prohibited on certain streets during designated <br />hours,” thereby amending said section so as to prohibit parking on the south-west <br />corner of Balson and Jackson, for a distance of 150 feet to the west, from 7 A.M. to 4 <br />P.M. on school days only, except for a period of 15 minutes for pick-up/drop-off <br />passengers; containing a saving clause and providing a penalty. <br />3. BILL 8984 — <br />An ordinance amending Chapter 10.44 of the University City Municipal <br />Code, relating to parking restrictions for specific streets, by repealing Section 10.44.020 <br />thereof, relating to parking prohibited on certain streets during designated hours, and <br />enacting in lieu thereof a new section to be known as “Section 10.44.020 parking <br />prohibited on certain streets during designated hours,” thereby amending said section <br />so as to prohibit parking between the hours of seven A.M. and nine A.M. and between <br />the hours of four P.M. and sic P.M. Monday through Friday on both sides of North and <br />South Road from Delmar Ave. to Gannon Ave; containing a saving clause and providing <br />a penalty. <br />4. BILL 8985 — <br />An ordinance finding that a certain blighted area as defined in Section <br />Statute <br />99.320 RSMO, (the “” being Sections 99.300 to 99.715 inclusive), exists in the <br />City of University City (“City”) and containing a description of the boundaries of said <br />“Exhibit 1” <br />blighted area, attached hereto and incorporated herein as known as the <br />(“Area”); <br />Olive Boulevard and Midland Boulevard Redevelopment Area finding that <br />redevelopment and rehabilitation of the Area is in the interest of the public health, <br />safety, morals and general welfare of the people of the City; approving the <br />redevelopment plan for the Olive Boulevard and Midland Boulevard Redevelopment <br />(“Plan”) <br />Area, dated January 8, 2008, for the Area incorporated herein by attached <br />“Exhibit 2” <br />, pursuant to Section 99.430 of the Statute; finding that there is a feasible <br />financial plan for the development of the Area which affords maximum opportunity for <br />development of the Area by private enterprise; finding that the Land Clearance for <br />(“LCRA”) <br />Redevelopment Authority may acquire properties within the Area; finding that <br />the redeveloper shall be responsible for relocating any eligible occupants displaced as a <br />result of implementation of the Plan; finding that financial aid may be necessary to <br />enable the Area to be redeveloped in accordance with the Plan; finding that there shall <br />be available an eight (8) year tax abatement; finding that the redeveloper shall make <br />certain payments in lieu of taxes; and pledging cooperation of the City Council and <br />requesting various City officials, departments, boards and agencies of the City to <br />cooperate and to exercise their respective powers in a manner consistent with the Plan. <br /> <br />
