The amount to be received by the <br />School District will decrease by approximately $500,000 because of the decline in <br />enrollment in FY 08, not FY 10. The State looks at enrollment (average daily <br />attendance) in the two prior years in determining the amount the district receives in the <br />current year. We apologize for this typographical error. <br /> <br />State League Updates: <br />FEDERAL PUBLIC SAFETY COLLECTIVE BARGAINING LAW ... <br />Congress is close <br />to passing S. 2123 which would require each state to provide collective bargaining with <br />an impasse procedure for public safety employees. The bill creates the Federal Labor <br />Relations Authority to determine if each state's laws are adequate or need to be revised. <br />The provisions of S. 2123 are extremely vague and ambiguous and will result in <br />numerous, expensive lawsuits. S. 2123 passed the House overwhelmingly; the Missouri <br />delegation voted in favor of the bill (Carnahan, Clay, Cleaver, Emerson, Graves, <br />Hulshof, Skelton) and opposed (Akin and Blunt). Senator Kit Bond has always opposed <br />this bill in the past, but Senator McCaskill appears to support the bill. Please contact <br />both Senator Bond and Senator McCaskill to urge opposition to S. 2123. For the past 30 <br />years, the Missouri General Assembly has defeated this type of legislation, and Missouri <br />voters defeated a similar initiative just a few years ago. <br /> <br />SUPER SALES TAX HOLIDAY ... <br />H.B. 2250 (Sutherland) has been voted "to pass" by <br />the House Ways and Means Committee. The original bill provided a sales tax holiday <br />for energy efficient appliances, but the amended bill provides a three-day (June 27-29) <br />state and local sales tax holiday on any purchase up to $600 per item. The bill does not <br />have a local government opt out. The amended bill would have a massive, negative <br />impact on local government revenues. Rep. Sutherland has indicated that he will amend <br />the bill to apply only to a state sales tax holiday. Please contact your state <br />representative to urge support for an amendment to delete local sales taxes from the bill <br />or to oppose the entire bill if such an amendment is not adopted. <br /> <br />BILLBOARD AMNESTY ... <br />S.B. 809 (Stouffer) is the billboard "industry" bill to: 1) allow <br />non-conforming billboards to be "enhanced" with new technology, digitalization, lighting, <br />extensions, etc. and 2) allow signs on I-70 and I-44 to be moved to adjacent property <br />and "enhanced" if the highways are widened. Senator Griesheimer has an MML- <br />supported amendment to ensure that "enhanced" billboards conform to local zoning <br />regulations. S.B. 809 is on the Senate Informal Perfection Calendar and could be <br />brought up for debate at any time.
