Session 1895 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />August 23, 2003 <br /> <br />At a duly posted study session of the City Council of University City held in the <br />EOC room in the basement of City Hall, Saturday August 23, 2003, Mayor <br />Joseph L. Adams called the meeting to order at 9:00 a.m. In addition to Mayor <br />Adams, the following members of Council were present: <br /> <br />Ms. Cassandra Colquitt <br />Mr. Wayne A. Munkel <br />Mr. Robert Wagner <br />Mr. Lawrence Lieberman <br />Ms. Shelley Welsch <br />Mr. Arthur Sharpe, Jr. <br /> <br />The City Manager, Frank Ollendorff was also in attendance. Ms. Colquitt arrived <br />at 9:06 a.m., departed at 9:16 a.m. to attend another City function, and returned <br />at 10:10 a.m. for the remainder of the meeting. <br /> <br />AGENDA ITEM #1 - POOL CURBS: <br /> <br />Mayor Adams opened the study group session by instructing the City Council to <br />decide upon Proposition K issues based upon information from consulting <br />engineer's reports, the St. Louis County reports, and the St. Louis County pool <br />policy. Visitors present were there to observe only. <br /> <br />Mr. Ollendorff reported that his suggestions to the City Council combined issues <br />summarized from a Park Commission memorandum, received August 22, 2003, <br />and included recommendations made by Proposition K and by the Park <br />Commission. First, there is community consensus to expand the Heman Park <br />facility. <br /> <br />Mayor Adams asked him to address the pool curb issues first, even though the <br />purpose of the meeting was recreational facilities. <br /> <br />Mr. Ollendorff responded to the Council's request for a report on the issue of <br />curbs. Plans call for demolishing the deck, the gutter and the curbs, and for <br />installation of a new, first-class gutter system at the edge of the pool. They call <br />for a new deck, free of obstructions, as required by current codes and standards. <br />Research into pool construction in the St. Louis area showed that new pools are <br />built without curbs. The City of Florissant's older pools have curbs, but their <br />newer ones do not. Codes and standards state that no obstructions of any kind <br />are allowable. Consulting engineers advise that curbs are unsafe because they <br /> <br /> <br />
