Session 1895
August 23, 2003

Mayor Adams returned to the topic of the Soccer Facility, asking if all agreed to
move forward as suggested by the City Manager. There was unanimous
agreement to proceed.

Some discussion followed, centered on additional information about evaporative
cooling systems, and Mr. Wagner shared that it is a Iow-cost, Iow-maintenance
alternative to air conditioning. It can take the form of portable machines, with an
attached damp cloth device to suck in air and lower the temperature by about 20
degrees, or it can be in a form large enough for an entire building. Ms. Colquitt
asked if information had been obtained from an existing large center which
already uses these machines, and was advised that it had not, but machines of
this sort are used widely by schools, the military, and by sports teams.

Mayor Adams suggested that the Council should consider working with other
local cities to provide some needed facilities, for example, the tennis courts, and
Mr. Wagner suggested privatizing as another alternative. Mr. Ollendorff reported
results of research conducted about an indoor tennis facility, by both staff and
citizens, led to determining the size requirements, the square footage, the
parking requirements, the basic specifications for land needed, and identified five
or six potential sites both in and out of University City, ant that several partners in
the project had been identified. He agrees that is could be a private facility with
City backing, serving as both a recreational project and as an economic
development project.

Mr. Lieberman asked if staff time has been invested in researching the Skate-
board Park. Mr. Ollendorff said it had not and that there was considerable
opposition to it, however, the new parks director endorsed the concept and
considered it feasible.

Mayor Adams adjourned the meeting at 10:40 a.m.

Leisha Forsythe
City Clerk

Page 10
