Session 1896 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />September 4, 2003 <br /> <br />At a special meeting of the City Council of University City, held in the Second Floor <br />Conference Room of City Hall, on Thursday, September 4, 2003, Mayor Joseph <br />Adams called the meeting to order at 5:00 p.m. In addition to the Mayor, the <br />following members of Council were present: <br /> <br />Ms. Cassandra Colquitt <br />Mr. Wayne Munkel - arrived at 5:11 p.m. <br />Mr. Robert Wagner <br />Mr. Larry Lieberman <br />Ms. Shelley Welsch <br /> <br />Also present was the City Manager, Mr. Frank Ollendorff. Excused: Mr. Arthur <br />Sharpe. <br /> <br />AGENDA ITEM # 1 - HEMAN PARK SWIMMING POOL RENOVATION - <br /> <br />Mr. Ollendorff said the pool bid price background information included the following <br />details from Westport Pools: 1) bidders are the most experienced pool contractors <br />in the region; 2) they built most new pools in the area, 3) they have an excellent <br />reputation, and 4) they are the Iow bidder, which is fortunate. He recommended <br />acceptance of the total bid, including the two alternates. These alternates included <br />two features bid separately in case the entire bid package was too expensive: one <br />is the new children's pool and the other is the irrigation system. Both items are <br />integral to the pool renovation and he strongly recommends proceeding with the <br />entire $1,500,000 package now, because these prices proved to be less than the <br />consulting engineer's estimates. Mr. Ollendorff provided a summary of the facility <br />budget. Preliminary discussion with the bond counsel revealed that a 15-year <br />bond issue would raise between $4.3 and $4.8 million dollars, with variance <br />resulting from interest rates. Figures are also based upon the City's ability to repay <br />principal and interest amounts of approximately $400,000 to $450,000 per year. <br />The amount raised will pay for the pool bid of $1,540,000. If the full $4.8 million is <br />achieved, it could be possible to pay for the pool and the improvements in the <br />gymnasium including the raised track, the locker room, and the fitness expansion. <br />The planned soccer dome improvements will be funded by grant money, leaving <br />the need to find future funding for the bath house renovation and the bath house <br />addition, estimated at a total cost of $200,000 to $500,000 dollars, depending upon <br />features included in the design. <br /> <br />Mr. Wagner mentioned that a decision to set aside $1.5 million for maintenance <br /> <br />Page 1 <br /> <br /> <br />
